HomeMy WebLinkAboutReport of the Engineer Dec 1977• VILLAGE OF CAYUGA HEIGHTS REPORT OF ENGINEER - DECEMBER 1977 SEWER REPAIR REFUND FOR C. S. HOLLISTER Dean Hollister who resides at 5 Parkway Place is requesting reimbursement of $96.00 for an obstruction in the sewer line into his house to relieve backup sewage in his house. The distances involved clearly indicate the stoppage was in the Village sewer main, not In his lateral. We have a written statement from the workmen and a bill from RotoRooter, who did the work, confirming the amount of $96.00 and con- firming the fact that trouble was In the Village sewer main. It Is the recommenda- tion of the Engineer that this refund be granted. PLUMBING PERMITS An ordinance should be passed requiring permits for the installation of new plumbing or the alteration of any existing plumbing in the Village. This will be an added cost to the home owner or builder, but it is necessary if we are to follow through in compliance with the State Plumbing Code. The ordinance would provide for the owner to pay the full cost of inspections that are to be made by the Plumbing Inspector. NOTIFICATION OF LIBERMAN'S SUIT • We have been notified by the Attorney Goneral's Office of -the State of New York that the People vs. Leonard Liberman trial began December 5 at the Supreme Court in Ithaca under Supreme Court Justice Frederick Bryant. We were requested and did submit a map of a survey of the Cayuga Heights area of the Liberman Marina made by Carl Crandall and dated 1921 and 1955. The law suit has to do with fill on State land under Cayuga Lake in the area near the Village outfall pipe from our Wastewater Treatment Plant. ROAD OPENING PERMIT - NORTH SUNSET DRIVE A road opening permit was issued to NYSEBG to replace the gas main In North Sunset Drive from Devon Road intersection north 400 or 500 feet. Arrangement was made to install the gas main in the shoulder of -the road where it will not disturb the paving, rather than replacing it under the paved portion. REVISION OF VILLAGE OF LANSING SEWER REPORT A copy of proposed revisions to a Sewer Report that the Village of Lansing is sub- mitting to DEC and USEPA was received from their consulting engineers, Gowdy and Hunt. The inference gathered from reading these proposed revisions to facility plans is that there is adequate capacity in our sewer lines to handle sewage from the Village of Lansing. The rs.;ort refers to the Village of Cayuga Heights 8 -inch sewer lines Into which the Viitage of Lansing connects their sewers as being main trunks. It Is not known the significance of these proposed revisions to facility plans or whether It is necessary for the Village of Cayuga Heights to contest some • of the findings or inferences. SNOW REMOVAL EQUIPMENT MAINTENANCE EXPENSE The motor of the sidewalk plow developed a seized main bearing. Because this Is the only method for cleaning the sidewalks, in this emergency, the Engineer author- ized the Public Works Supervisor to proceed with the necessary repairs to the motor. It is estimated the cost oould run as high as $800 to $1000. I / f1 i REPORT OF ENGINEER - December 1977 (cont'd) page 2 WATER LINE MAINTENANCE BILLS Should the bills received from the Water Commission for work on the Village of Cayuga Heights fire hydrants be charged to a Fire Department account or should they be handled all under a separate water account? Also, should the flushing of the mains as well as the hydrants be done on an annual, automatic basis by the Commission workmen or should this be something that would be specifically requested in each case by the Village of Cayuga Heights? My recommendation would be that these annual maintenance operations be carried forth as they can be fitted Into their schedule even though they are to be billed to the Village of Cayuga Heights. BIDS FOR LIME AND CHLORINE Only one bid was received for bagged, hydrated lime. It was from the Warner Co. of Bel lefont, Pennsylvania for $67.51 per ton delivered In 50 -pound bags on pallets. A low bid of $.118 per pound for liquid chlorine, delivered in 1 -ton cylinders, was received from Nyclor, Inc. of Watkins Glen, New York. The other bid received for chlorine was from the Monarch Chemical Co., Inc. ROOF ON FiRE STATION Although the basic work is completed on the contract there are some minor details that must be completed and some information received on the insulation used before the contract can be approved for payment. STORM WINDOWS FOR VILLAGE HALL. It is recommended that storm windows be built by an outside contractor for the windows on the second floor near Jean's desk and on the first floor near Barbara's desk. REPORT OF THE ZONING OFFICER - DECEMBER 1977 Mr. Legrand Chase has submitted a request for a building permit on his property on Pleasant Grove Road. Because the building he wishes to construct would be the second major building on the large piece of property lie own there and because he also Intends to further develop the land Into eight or nine building lots, it would be viewed as a sub - division which would come before the Board of Trustees for approval. The layout of his proposed sub - division will be available at the Board Meeting. Other information the Board might desire should be determined at the meeting. There were no zoning permits issued the lash month and only one street opening permit. is
