This past year, at 70 years of age, he did not miss a day of work and did not take any vacation. This is typical of his good, reli- able service he has given the people of Cayuga Heights. His retirement in November 1977 should be recognized by the Villago Mr. Hayes wishes to work part -time for the Village upon retire- ment. The present plan is to continue his service on a part - time basis at an hourly rate similar to his present rate, but with no 42 %+ fringe benefits. Sewer Lines The replacement of an 8 -inch sewer line in Midway and in a section of Klinewoods Road has been completed. The repair of the road, including ditching, has been accomplished. Motor paver mix was applied to the full length of Midway and to the section of Klinewoods Road. Streets Extensive spray patching was done throughout the Village to seal the roads for winter. The motorized street broom was used to pick up excess stone that was left from the patching and paving. Fire Station The parking area and back driveway of the Fire Station were repaired and a double surface treatment was applied. After discussion with Bob Tyrrell, it was decided this was a better way to solve the paving problem than the use of motor paver. The cost will be half the cost of motor paving. The Engineer has not had time to design the proposed water trough in the north front driveway. The advisability of piping this outside storm water to the interior of the building and from there to a long, 4 -inch drain the system with little grade is questioned. The twenty -plus year old shingle roof over the apartment above the fire station leaks and should be replaced. Estimates have been obtained by the Fire Chief for replacing the roof. 0 =2- Water Lines A tabulation of water line bills submitted by SCLIWC and recommendation on payment of each of these bills will be available at the Board Meeting. The major portion of these bills is for installation and for working on the individual service water lines from the curb cock to the water main. The original Village policy was to own control and maintain this portion of the water system. It Is the Engineer's opinion that this portion of an individualrs water line system (from the curb cock to the water main) should be owned by the Indl- vidual resident and the installation, maintenance, and any cost to make it comply with Village of Cayuga Heights (or SCLIWC standards) should be borne by the resident. This is the present policy for the individual sewer line laterals from the sewer main to the house. Time has not been available for the Engineer to assess the Village water line system In order to make recommendations on priority water line repairs for the coming year. The Village has not kept any records of its water line system. The City of Ithaca kept the few records that were available and did all the work on our water lines. It is suggested that a certain amount of money be made available for water line maintenance; and that, throughout the year, this be used to meet emergencies and what little planned maintenance can be done under the budgeted amount. REPORT OF ZONING OFFICER One zoning permit was Issued for new home construction for an estimated con- struction cost of $95,000. Two zoning permits were issued for $1,700 for additions. One request from Professor Balluffl, 374 The Parkway, to build closer to the road right of way than 25 feet was referred to the Zoning Board of Appeals. 0
