HomeMy WebLinkAboutReg Mtg. Minutes 7/18/1977VILLAGE OF CAYUGA HEIGHTS MINUTES of a regular meeting of the Board of Trustees of Cayuga Heights held July 18, 1977 at 7:30 p.m. In the Village Hall. PRESENT: Mayor F. G. Marcham; Trustees: Ronald E. Anderson, Shaller S. Philbrick, David Pimontel, Rane F. Randolph, Jean R. Robinson; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovocool; Engineer /Zoning John B. Rogers; Police Chief Harlin R. McEwen. ABSENT: Trustee David .1. Ailee and Fire Chief Lowell T. George. OTHERS PRESENT: J. Jarrett, WTKO Radio Station. Moved by Trustee Philbrick, seconded by Trustee Robinson: VOTED to approve the minutes of a regular meeting held June 20, 1977 and a Public Hearing and Special Meeting held July 7, 1977 as previously furnished Trustees in mimeographed form. Unanimously passed. Moved by Trustee Pimentel, seconded by Trustee Randolph: VOTED to approve the Abstract of Audited Vouchers dated July 18, 1977 in the fol- lowing amounts: General Fund -$17 080.00; Sewer Fund - $15,230.57; Capital Fund - $3.60; Federal Revenue Sharing - $270.00 S Also, approved payment of an invoice from Mix's Auto Center for $2,797.95 when the repairs to the Police car are completed to Chief McEwen's satisfaction. Unanimously passed. Mayor Marcham had no written report. He read a letter from Mr. Collins in regard to the language of the resolution passed at the July 7th special meeting. After a discussion, it was decided the Mayor should write to Ian Macnel-1 and submit to him the language as the Board suggests and obtain his opinion. During the discussion, Trustee Randolph refrained from participation. Mayor Marcham is to write a letter to Mr. Collins of ATC stating the approved language as discussed by the Board. Moved by Trustee Philbrick, seconded by Trustee Randolph: RESOLUTION 27A2 - REVENUE ANTICIPATION NOTES FOR WATER Copy of resolution will be inserted in Minute Book. Mayor Marcham read a letter from Kay Hanna concerning sewer. After a discussion, It was turned over to the Engineer. Mayor Marcham will write to her of the Board's action. • The Public Safety Commission deferred a report concerning the driveway paving at the Fire Station until the next meeting. MINUTES Of Regular Meeting 7/18/77 page 2 • The report of the Fire Chief was noted and fl led in the Village Office. Treasurer Gordon B. Wheeler spoke of the coming bond sale and the procedures neces- sary as spelled out In a letter from our investment conselors. Engineer John B. Rogers gave his report and it Is filed in the Village Office. Moved by Trustee Anderson, seconded by Trustee Robinson: RESOLUTION 2743 - AWARD BID - DUMP TRUCK VOTED to award the bid on a 1976 Dump Truck for the Sewer Plant to the only bidder, Cayuga Ford of Ithaca, for an amount of $9,153 as specified in the bid which is on file in the Village Office. Unanimously passed. The Engineer told the Board of the complaint of Mrs. Alpheus Smith of 705 The Parkway, that the Village is responsible for much of the silting In the pond at this location. He also said that she has sold the property. After a long discus- sion it was decided to instruct the Mayor to write to her stating the views of the Board and to send copies of the letter to the Trustees, Engineer, and Attorney. Moved by Trustee Randolph, seconded by Trustee Anderson: is RESOLUTION 2744 - BID FOR CURBING VOTED to authorize the Engineer to prepare specifications and the Clerk to advertise for bids for the necessary curbing to fill in the gap at the property of James Rothschild, 401 Highland Road, who has agreed to pay 75% of the cost if the bid is accepted. Unanimously passed. Trustee Anderson reported that Mr. Hartnett, 1002 Triphammer Road, wishes a curb in front of his property. The Engineer is to inform him that we cannot contribute to the cost of such a curb; but if he wishes to install one himself, we would not ob- ject. Trustee Philbrick asked about the reproduction of the Village map. The Engineer is exploring ways of reproducing the map and will proceed with having the reproduction made, possibly In quadrants, with borders and titles. It can later be put together. The Engineer was advised to examine the property of Mr. Kinoshito and have a talk with him concerning his water problem. The Engineer was informed that it would be agreeable to let a property owner on the border of the Village connect to a Village water line. • Mayor Marcham was instructed to write a letter to Mayor Smidt to inform him of responsibilities in connection with the contract and other obligations. MINUTES of Regular Meeting - July 18, 1977 page 3 • Attorney Sovocool said that ho had contau•led Ilia NYSEBG Corporation, and the next move toward an oasomont on the property of the Village at the site of the Waste- water Treatment Facility is up to them. The Attorney had looked over the wording in a contract with Gleason Environmental Processes for the operation and maintenance of the Wastewater Treatment Facility and approved It with a few minor changes in the wording. The Attorney will wait for a discussion on "septage" until Trustee Allee is present. Police Chief Harlin R. McEwen gave his report and it is on file in the Village Office. On the question of what posts to order for the new street name signs, it was decided to use heavy pipe because of the longer life of the pipe. The Clerk gave her report and it is on file in the Village Office. The Clerk was advised to obtain from Mr. Sandman a statement as to the time that his home at 196 Tareton Drive in the Town of Ithaca changed from a two - family house to a one - family house before the Board decides whether to refund one sewer rent unit. The Mayor said he would get together with the Deputy Mayor and Trustee Robinson to discuss staffing of the Village Office when the Clerk retires. • Meeting adjourned at 9:18 p.m. Rose M.
