SEWAGE TREATMENT PLANT OPERATION
Only one bid was received for the operation of the Village Sewage Treatment Plant.
It was from the Gleason Environmental Process Company, and it was for the sum of
$72,000 annually to be paid in 12 equal installments of $6,000 each month. It is
recommended that the Village Attorney review the agreement which was the basis of
the bid and, if there are no complications, that the bid of the Gleason Environmen-
tal Process Company be eccepted.
STREETS
The paving of Pleasant Grove Road was scheduled for as early as possible in May to
avoid paving in hot weather. Unfortunately, unseasonably high temperatures and
high humidity delayed the time in the setting up of the asphalt emulsion mix which
resulted in problems caused by traffic on the road. There was quite a bit of
damage done to the road over the weekend after the paving was done. It has since
been repaired by patching. The result is a well paved road but one that is not as
smooth as desired.
Control of traffic on newly paved roads is a difficult problem. A discussion of
the public works authority in this respect would be helpful.
® Repaving of Triphammer Road by the contractor at the contractor's expense is
scheduled to begin Friday, June 17, 1977. This type of paving does not require a
setup time, therefore traffic is not as great a problem.
The Engineer met with Mr. Rothschild to discuss the curb problem in front of his
property on The Parkway. On closer examination, it was pointed out that curbing
did exist on both sides of the stretch of land in front of his property where he
would wish curbing. Mr. Rothschild requested that the Board consider replacing
this curbing and that the cost be Jointly shared between the Village and himself
on the same basis as sidewalks have been handled in the Village.
Extensive trimming of bushes and trees near intersections has been carried out.
There seems to be more and more of this work needed. It has been the Engineer's
interpretation of the Village Ordinance that this type of trimming is the respon-
sibility of the property owner. In the past and presently, It Is most difficult to
get the property owners to carry out this trimming. A question of legal liability
Is raised by the Engineer if we take over the function of trimming at these inter-
sections. A quotation has been received from the Brooks Marking Service to paint
traffic control lanes on the Village streets for approximately four miles of
painting for a price of $681.95. This type of painting has in the past been done
by the City of Ithaca DPW and the Village has been charged for their work. The
scheduling of the City forces to do the work has been difficult. Mr. Tyrrell asks
that he be permitted to use the Brooks Marking Service.
• SEWER PLANT DUMP TRUCK
Specifications have been drawn and advertising for bids has gone out for a truck
for the Village Sewage Treatment Plant. They are expected next week.
