REPORT OF THE ENGINEER - May 1977
SEWER PLANT
We have received a copy of Change Order No. 15 for the extension of time of the,
contract for the general contractor, Stewart d Bennett, signed by both D.E.C. and
E.P.A. This clears the way for payment of the retainage to Stewart R Bonnott of
$103,864.59. it is recommended that the Board approve this payment and that a chock
be made available to the contractor as soon as possible. Of the $104,846.41 now
outstanding as retainage, $1,126.82 Is being withheld pending settlement of the
claim by our electrical contractor, Mldstate Electric, against Stewart 8 Bennett.
This leaves the above mentioned total of $103,864.59.
Specifications have been drawn up for advertising for bids on the operation of the
Sewer Plant for the coming fiscal year. It is recommended that these be reviewed by
the Village Attorney and that the Clerk be authorized to advertise for bids.
BUS SHELTER
A request has been received from the City of Ithaca Community Transit System for
permission to install a bus shelter on the Village of Cayuga Heights street right
of way at the southeast corner of Triphammer Road and Highland Road facing Trip-
hammer Road. A picture of the proposed bus shelter and a plan of the location will
be available at the Board meeting. Upon observation of this corner at different
times during the day, It does not seem that there is sufficient bus traffic to
warrant the erection of a bus shelter which I feel would be unsightly and objection-
able to the residents in that residential area of the Village.
VILLAGE PROPERTY - CORNER OF TRIPHAMMER AND HANSHAW ROADS
On the south edge of this property facing Hanshaw Road is a ditch which retains
water. During the past few years the Village has owned this property, efforts have
been made to properly drain this ditch; but because of two 36 -inch elm stumps, a
complete job has been impossible. It was thought that the cost of removing these
stumps was not justified. However, because of added requests to do further work on
this ditch, requests have been made to General Arborists, Inc., to remove the
stumps with their chipping machine as soon as possible. When this work has been
completed, the Village work force can properly shape the ditch to drain the water
to the west.
Additional blacktop material has been placed In holes that continually reoccur at
the extreme east corner of this property. These holes are caused by traffic con-
tinually cutting the corner as they are heading south on Triphammer Road.
The Village house on this property badly needs painting. The Village work force
has done extensive work In cutting back bushes and removing vines from the house
in preparation for painting and in preparation for an estimate to be made by a
411 painter. A highly recommended painter has been requested to submit an estimate for
this work. It Is recommended that the Board approve granting a contract for this
painting pending approval of the price.

® VILLAGE HALL
The interior and exterior of the Village Hall is In need of paint. A definite com-
miimont Is requested as to what painting the Board would like done on'the Village
Hall and how they would like to proceed to have this work accomplished.
DRAINAGE PROBLEMS
The work on drainage problems and ditching in numerous locations throughbut the
Village is proceeding slowly. Efforts to work with the.residents where work must be
done often require as many as six or eight visits to the site where only one visit
would be necessary to do the actual work.
Mr. James Rothschild of 401 Highland Road has requested the Board to consider the
continuation of curbing on the west side of The Parkway to the corner of Highland
Road. His property abutts this corner and there has been some erosion of the
grassed area between the paving and the sidewalk.
SIGNS
The First National Bank of Ithaca has submitted a second proposal for an additional
sign at their Cayuga Heights Branch Office. Details on this will be available at
the Board meeting.
SURFACE ON TRIPHAMMER ROAD
• Mr. Frank Sjuts of the Cortland Asphalt Company reported that tests on the plant mix
used on Triphammer Road was deficient in asphalt. His company realizes their res-
ponsibility and assured me that new paving to level the road and provide a proper
wearing surface would be put down by the Cortland Asphalt Company at their expense.
The exact time for the application of this paving has not yet been determined but
spring or early summer is hoped for.
STREETS
Plans are being made to resurface Pleasant Grove Road as soon as weather and
scheduling of the paving equipment can be made.
Additional repair work is being done on our streets by the Water Commission in
areas where settlement has occurred due to ditching In the construction of water
lines to tie into the now system in the Village.
WATER
A surge of high water pressure occurred in our water lines due to the failure of
a valve. This caused numerous breaks in the water main and excess pressure In some
Village houses. it is not clear as to whose responsibility it is to pay for the
cost of repairing the damage to the water lines. There are two costs involved:
those of the Bolton Point Water Commission personnel and equipment and those of the
Village work force and equipment that aided In the correction of these damaged
lines. Records have been kept as to the amount of time spent by the Village and
• the equipment involved. A determination as to how to proceed from the Board would
be appreciated.

WATER (cont'd)
A request has been made for determination by the Board as to the policy for water
line installation along the lower part of Remington Road that is now - undeveloped.
In the past, it was the determination of the Board that because this road existed
as a Village road prior to the requirement that land developers pave a newly devel-
oped road before it was dedicated to the Village, the Village should pay for paving
this road. The installation of a water main would require about 2500 feet to tie
Into where the new water main crosses Lower Remington Road and North Sunset Drive
water main at the Remington Road corner. The installation of this water main would
mainly benefit the properties that front on this Lower Remington Road, but it would
also serve as a loop to provide water to the North Sunset area and also to provide
fire hydrants for fire protection for this area.
REPORT OF THE ZONING OFFICER - May 1977
One permit was Issued for new construction in the Village for an estimated amount of
870,000. Two road opening permits were issued to New York State Electric and Gas
Corporation over the past maonth. It has come to the attention of the Zoning Offi-
cer that Mr. Kimball of 106 Overlook Road has operated his house with apartments
and roomers in excess of that allowable under the residential zoning laws. He
therefore has operated his property as a multiple housing structure and would there-
fore come under the multiple housing laws as determined by our Safety Inspector.
