REPORT OF THE ENGINEER - March 1977
SEWAGE TREATMENT PLANT ALTERATIONS AND ADDITIONS
We have received a proposed change order from our consulting engineers for the en-
closure of the grit chamber. The proposal from the general contractor, Stewart d
Bennett, is for $17,524. From this amount can be subtracted a credit in the amount
of $3,073 for testing services that were not expended and $155 for allowance for
signs that was not expended. This would give a total of $14,296 for the change
order #18. The change order proposal is recommended by our consulting engineers
and is eligible for State and Federal participation. The Village Engineer recom-
mends the approval of this change order.
SEWAGE TREATMENT PLANT OPERATION
A proposal has been received from S&P Welding to fabricate and install one flame
shield and inspection door for the sum of $458.45. This shield is to hide from
view the flames of burning excess gas so that the Fire Companies will not receive
false reports that the plant is on fire. The Village Engineer recommends that this
proposal be accepted.
• The operation of the sewage treatment plant has settled down. A good polymer has
been found and permission has been received from the State to operate at a high PH
so that our tertiary treatment is effective. The effluent more than meets the re-
quirements of -the State and Federal agencies. At present, the plant is operated
by two full -time people and four part -time people, including Mr. Gary Gleason, our
contractor. Now that a more or less normal procedure has been established for the
operation of the plant, our contractor has calculated that he will need one more
�y 7� man on his operating staff. This plus increased costs lead to his request for add
)is tional $18,000 a year added to his present contract cost of $54,700. The manpower

the area and is way below the manpower recommended in our operating manual compile,
by our consulting engineers.
it is recommended by the Village Engineer that this Increase be granted as of the
first of April so that additional housekeeping work and grounds work can be starte
before the new budget year starting June ist. If money is not available in the
budget, it is recommended that the increase be started as of the first of the new
fiscal year. It is also recommended that a proposal for the operation of the plar
be put out to bid and that a new contract be signed for the new fiscal year with
the successful bidder.
NEW YORK STATE ELECTRIC b GAS RIGHT OF WAY ACROSS SEWAGE TREATMENT PLANT PROPERTY
A proposed easement from the NYSUG Corp. has been received locating the present
power line across the plant property on East Shore Drive. In the opinion of the
Village Engineer there are no problems with granting this easement from the engi-
neering standpoint. It is recommended that the Village Attorney review the ease-
ment and, if agreeable to him, that it be signed by the Village.

SEWER LINES
Engineer T.G. Miller's report on the sewage lines from Lansing through the Tucker
property has been received and is available for review by the Board.
There are two meetings on sewers and sewage treatment, one on March 24th to be
held by the Tompkins County Health Dept. on the proposed revisions to the Tompkins
County Sanitary Code. The second is to be held by New York State Environmental
Management Council and County Planning Board on the new New York State Environmental
Quality Review Act in relation to the local government's responsibility in meeting
this act. The Engineer will attend these meetings.
SIDEWALKS
A request has been received from Mrs. Biomquist on Iroquois Road to replace the
sidewalk that was removed during the Village's rerouting of a stream across the
front of her property to circumvent the necessity for building a costly retaining
wall to support the road right of way. This sidewalk was not replaced at the time
of the previous construction to allow for settlement and to allow for an assessment
as to whether the sidewalk was actually needed.
• BUILDING /ZONING PERMITS
Information has been received from NYSEBG Corp. that electric service to new resi-
dential dwellings for the purpose of providing electric heat or the expansion of
electric service for existing buildings to provide electric heat shall not be
provided unless the owner, builder, or contractor files a Certification of Compli-
ance indicating that the structure meets with the minimum insulation standards set
by the Public Service Commission.
PAYMENT TO STEWART 8 BENNETT
Our contractor, Stewart d Bennett, has completed all parts of the contract except
for the presently considered change and extra for the enclosure of the grit cham-
ber. The contractor has repeatedly requested payment of $104,846.41 for its final
payment including retalnage. This does not include the payment due for the con-
struction, if approved, of the enclosure of the grit chamber. As mentioned before
to the Board, there is a technicality In that approval for the change order for
the extension of time has not cleared the State Offices of EPA. The EPA does not
expect to act on that change order until July or August of this year. It is the
recommendation of the Village Engineer that the technicality be waived and that
$104,846.41 be paid to our general contractor.

There have been no zoning permits issued in the past month.
