HomeMy WebLinkAboutPublic Hearing 2/21/1977VILLAGE OF CAYUGA HEIGHTS MINUTES of a PUBLIC HEARING held February 21, 1977 at 7:15 p.m. in the Village Hall to consider changing Article XV - DOG CONTROL ORDINANCE, to Local Law No. 2 of the year 1977 for the purpose of changing the rates. PRESENT: Mayor F. G. Marcham; Trustees Ronald E. Anderson, Shailer S. Philbrick, Rana F. Randolph, Jean R. Robinson; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovoccoi; Engineer /Z.O.John B. Rogers; Police Chief Harlin R. McEwen; Fire Chief Lowell T. George. ABSENT: Trustees David J. Allee and David Pimentel. OTHERS PRESENT: Mr. Bill Brothers representing the S.P.C.A. of Tompkins County. Mayor Marcham opened the meeting by reading the duly published legal notice for the public hearing, the proposed changes, and asked for comments. After a short discussion the hearing closed at 7:30 p.m. Rose M. Marcham; Trustees Ronald E. Anderson, Shaller S. Philbrick, Rana F. Randolph, Jean R. Robinson; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovocool, Engineer /Z.O. John B. Rogers; Police Chief Harlin R. McEwen; Fire Chief Lowell T. George. ABSENT: Trustees David J. Allee and David Pimentel. OTHERS PRESENT: None. Moved by Trustee Philbrick, seconded by Trustee Anderson: VOTED to approve the minutes of a Special Meeting held December 28, 1976 and a regular meeting held January 17, 1977 as previously furnished Trustees in mimeo- graphed form. iotion made by Trustee Randolph, seconded by Trustee Anderson: VOTED to approve the Abstract of Audited Vouchers dated February 21, 1977 in the following amounts: General Fund - $9,654.45; Sewer Fund - $11,389.65; Capital Fund - $1.98; Federal Revenue Sharing - $4,650.83. Mayor Marcham gave his report and it is on file in the Village Office. The Mayor announced that February Is dedicated to the American Heart Fund. • The Mayor spoke concerning ;-he Intermunici pal Task Force dealing with cable TV, and concering sales tax distribution and County Sewer District No. One. The Attorney was asked to contact Robert I. Williamson in regard to County Sewer District Ali. • • MINUTES of Regular Board of Trustees Meeting - February 21, 1977 page 2 Motion made by Trustee Randolph, seconded by Trustee Robinson: RESOLUTION 2682 - CONFIRM APPOINTMENT OF NOMINATING COMMITTEE VOTED to confirm the appointment by Mayor Marcham of the nominating committee, namely: Chairman, George R. Hanselman, Nancy K. Babcock, Charlotte K. Shea, and Madison Wright. Unanimously passed. Fire Chief Lowell T. George gave his report and it is on file in the Village Office. Motion made by Trustee Anderson, seconded by Trustee Philbrick: RESOLUTION 2683 - FIRE DEPARTMENT PURCHASE VOTED to authorize the purchase and installation of carpeting on the stairs leading to the apartment of the resident driver at the Fire Station and to replace the the in the bathroom of the same apartment. The amount is not to exceed $250.00. Unanimously passed. Treasurer Gordon B. Wheeler noted that Bond Anticipation Note Number 13 for $116,000 will be paid in full on February 25,'1977. Moved by Trustee Anderson, seconded by Trustee Randolph: RESOLUTION 2685 - APPROVE ATTENDANCE - RISK MANAGEMENT WORKSHOP VOTED to approve the attendance of Treasurer Wheeler to a Risk Management Workshop pertaining to Municipal Insurance and payment of the registration fee of $25.00 for two days, March 31 and April I, 1977, at the Hilton Inn, Syracuse, New York. Unanimously passed. * ** Engineer Rogers gave his report and it Is on file in the Village Office. The Board decided not to go ahead with the insulation of the Village Barn at this time. Attorney Sovocool asked the Engineer to get from the General Contractor for the Sewer Plant, a statement in writing to the effect that the right of way on the railway property previously sought for use by the contractor was never used. The Zoning Officer is to have ready for the next meeting suggested changes for the • Zoning Ordinance, and especially Section 5 of Article IX. Mayor Marcham turned the meeting over to Deputy Mayor Rane F. Randolph at 9:25 p.m. Attorney Roger B. Sovocool discussed with the Board a contract between the Village and Town of Ithaca, dated June 1,1959, in which conditions are spelled out for sharing the cost of water tank maintenance. Now that the intermunicipal water system is a reality, the charges are no longer a Village responsibility and what must be done. Trustee Philbrlck suggested they be turned over to the SCLIWC. The Clerk will look into it. Police Chief Harlin R. Mc Ewen gave his report and it is on file in the Village Office. He mentioned that all Police Officers have been trained in cardio pulmon- ary resuscitation (CPR) and a system Is developing whereby help may be obtained from volunteer firemen also trained In CPR to help In emergencies. After a discussion, it was decided that the used police car may be sold at a minimum price of $2300. Moved by Trustee Robinson, seconded by Trustee Anderson: RESOLUTION 2686 - DOG CONTROL - LOCAL LAW NO. 2 of 1977 VOTED TO adopt the following Local Law No. 2 of 1977 entitled Dog Control: (copy attached in Minute Book). Unanimously passed.
