MAYOR'S REPORT for January 17, 1977
When the latest bills from the Water Commission went out to VIIIagers in the early
part of January, two problems took on new shape. One concerned vacation patterns
for staff members In the Village Office, as they might affect periods when the
work load there Is heavy. After some discussion with members of this Board, with
Village Officers, and the County Personnel Offices, I drafted a provisional policy
statement which you have as a basis for discussion.
The other matter concerned the possibility of going forward with the more or less
dormant notion of an Intermuniclpal Sewer Agency in place of the proposed County
Sewer Agency. Board Members have raised the question whether, If such an agency
could be created,it might be wise for a single lntermunicipal commission to manage
both water and sewer. If the Intermuniclpal Sewer Agency proposed Is to be re-
vived we should act now. Perhaps you would consider instructing me to see what
prospects there are for this revival.
I have copies of a draft resolution of understanding between the County and the
Village concerning proposed septage disposal facilities at the Village Sewer
Plant, also a proposed draft Joint resolution by Tompkins County and this Village.
There are, in my Judgment, some questions that need to be resolved concerning the
language in both of these documents as I shall explain when we discuss them.
