This work is scheduled for the Spring of 1977. It has been delayed because the roof repairs scheduled for the Fall of 1976 were not completed by the contractor hired for this work. Insulation of the Village Hall has been effective In saving fuel this cold winter. Public works personnel worked with a contractor to replace the 20 -year old roof on the Fire Station's two north bays. Repair of roofing details of the two south bays is scheduled for the Spring of 1977. The flood of July II, 1976 was the worst the Village of Cayuga Heights has had during the tenure of the present Village Engineer who took office in 1961. In relation to adjacent communities, the damage in the Village was light; but there were houses flooded because of debris clogged culverts. The cost of the flood repair to roads was the start of an overrun of the streets budget for the year. In addition, the cost of street paving for a new method of paving tried on Triphammer Road further increased the budget overrun. The total overrun is approximately $30,000 to date. About one -half of this amount will be returned to the Village from Federal flood relief funds and from repayments to the Village for repairs to driveway culverts, etc., made by Village personnel for Village residents. • As you all know, this winter has been colder than any winter for many years. In spite of this, the supply costs for snow removal to date (basically for salt and sand for ice control) has been less than budgeted. This has been because a mixture of coarse sand and salt has been substituted for straight salt for spreading on the streets for ice control. Because much of the snow fell during the night, on week- ends, and on holidays, additional funds had to be added to those budgeted for over- time for snow removal. The results have been good, relatively safe, and clear roads. Refuse collection continues. A minor problem of timing of pickups when the regular schedule is Interrupted still exists. Again, as previously stated, the Village will use the same pickup schedule and holidays as the City of Ithaca. When the holiday occurs on the regular pickup day, the pickup will occur on the following day. An additional problem with trash collection is the unsightly collection of trash cans by the roadside of a number of large producers of trash. Solutions to this pro- blem are under consideration by the Board of Trustees. Because of flood repair work this year, little time has been available for communi- ty beautification in Sunset Park. The replacement of the shade trees by the road sides can be accomplished this Spring. The alterations and additions to the Wastewater Treatment Plant have been completed this year except for minor work to complete two change orders. The plant is now in full operation with Tertiary (phosphate removal) treatment as well as trickling filter secondary treatment. Operational problems of finding a proper polymer for • floculation and the processing of chemicals in plant operation are being worked out by our contract operator, Mr. Gary Gleason. The high standards for waste water treatment set by the State Environmental Agency are being met. Work on the replacement and repair of leaking sewer lines continued the past year and additional work is scheduled for the Spring.
