MINUTES of the Annual Residents Meeting of the Board of Trustees of the Village of
Cayuga Heights hold February 22, 1977 at 7:30 p.m. in the Village Hall.
PRESENT: Mayor F. G. Marcham; Trustees David J. Allee, Ronald E. Anderson, Shailer
S. Philbrick, Rane F. Randolph; Treasurer Gordon B. Wheeler; Engineer /Z.O. John B.
Rogers; Village Justice William Tucker Dean; Police Chief Harlin R. McEwen; Fire
Chief Lowell T. George.
ABSENT: Trustees David Pimentei and Jean R. Robinson.
OTHERS PRESENT: Representatives of the Radio Station• WTKO and the Ithaca Journal,
and Ted Lindsay the Court Clerk.
Motion was made and seconded from the floor that the Mayor and Clerk serve as
Chalrrran and Secretary of the meeting.
Mayor Marcham gave his report and it is on file in the Village Office.
He spoke of the new intermunicipal water commission which Is an entirely new form
of government. The Water Commission, of which the Village has two representatives,
is hard at work creating sound machinery.
The reconstruction program at the sewage treatment plant is almost complete. Some
• 15 -16 years has passed since the initial beginning of the project. There has been
an enormous range of activities in connection with these two activities such as
lawsuits, long and arduous negotiations with State and Federal officials where there
have been many personnel changes and we have had to adapt to these changes. Also,
we have had to qo through bonding attorneys, financial advisors, engineers, and
many more Intricate time and spirit consuming affairs.
There were long and tedious negotiations with the Village of Lansing over the use
of our sewer system. We finally reached a contract which gave Lansing access to
our sewer plant on terms that allowed service for Pyramid Mall and assumed that
Pyramid would pay for and build its own sewer line if we judged it to be necessary.
We have tried to keep the Village as close as possible to its traditional pattern
as an orderly, secure, and quiet residential community.
Fire Chief Lowell T. George went over his report before placing it on file in the
Village Office. There has been a rarger turn out of volunteer men both day and
night for fire alarms. Also, the men have received more and wider training than
ever before. Many have been trained In cardlo pulmonary resuscitation (CPR).
Treasurer Gordon B. Wheeler gave his annual report and it is on file in the Village
Office. There are now 14 different funds on the Village books. As much money as
possible Is kept in Certificates of Deposit for interest income.
Engineer John B. Rogers gave his report and it is on file in the Village Office.
He spoke of the repair of the rcof on the Fire Station, the flood of July II, 1976,
• the cold winter, using less salt, etc. The Wastewater Treatment Plant is almost
complete. There are only a few alterations to be completed.

Village Justice William Tucker Dean gave his report and placed it on file in the
Village Office. He has held more Jury trials this year and so spent more time.
The main reason is more Driving While Intoxicated cases going to trial. He
praised the Police Department for its excellent work in presenting the cases.
Police Chief Harlin R. McEwen gave his report and placed it on file In the Village
Office. The Department continues with training which Included cardlo pulmonary
resuscitation and breathalyzer Instrument operation.
The Annual Report of the Village Forester was placed on file. Mayor Marcham went
over the report and all were pleased at the drop in the number of diseased trees.
Mayor Marcham read the report of the Nominating Committee In the absence of the
Chairman, George R. Hanselman, who was ill with the flu.
The following is a list of those nominated for a 2 -year term as Trustee and who
will be candidates at the next election to be held March 15, 1977:

There being no nominations from the floor, it was moved and seconded that the
nominations be closed. Unanimously passed.
With a reminder to all Village Residents that there will be a Registration Day on
Saturday, February 26, 1977 from noon to 9:00 p.m. and that Election Day is
March 15, 1977, a Tuesday, and that election will be from 12:00 noon to 9:00 p.m.,
the meeting adjourned at 8:35 p.m.
