HomeMy WebLinkAboutReport of the Engineer Nov 1976VILLAGE OF CAYUGA HEIGHTS • REPORT OF ENGINEER - November 1976 SEWAGE TREATMENT PLANT Final inspection of the alterations and additions to the Sewage Treatment Plant are scheduled for Tuesday, November 16, 1976. On that same day, our Consulting Engi- neers, Teetor- Dobbins, will meet with the Board at a special meeting to discuss any questions that the Board has for them. On October 21st, the Engineer traveled to Albany to meet with the DEC and the EPA on the proposed septic disposal addition to the Cayuga Heights Wastewater Treatment Plant. Frank Liguori, County Planning Commissioner, and Joe Vassali, Director of Environmental Health for Tompkins County, were also present. A copy of the memo on the meeting from Mr. Liguori is attached. VILLAGE HALL A purchase order has been sent to the Evans Roofing Co. to repair the slate roof on the Village Hall. Work should begin the week of November 15th. Their estimate for this work was Just under $400. Estimates have been requested for storm windows for the Clerk's Office and the Police Office. The addition of these windows will reduce the drafts on personnel sitting near the windows and also reduce heating costs. Repair of the glass roof on the greenhouse was accomplished by the Village workmen. Is VILLAGE FIRE STATION A roofing contractor has completed his work on the old roof replacement except for removal of some dripping tar on the interior of the building. Village work forces have finished their work in connecting the roof drain to an outside storm drain and have painted the exterior trim and roof structure that was in addition to the ori- ginal contract. STREETS The addition of shoulder material on Triphammer Road and Hanshaw Read Is now com- plete. It was not originally intended to add shoulder material to Hanshaw Road but it was necessary for safety reasons. This required additional paving material, not only because of the additional street frontage but also because the dropoff next to the road paving was considerable in some areas. REPORT OF THE ZONING OFFICER - November 1976 Requests have been received by Attorney Buyoucos and other local attorneys for indi- cations by the Village that a particular property meets the zoning requirements of the Village. This is claimed'to be necessary for mortgage financing and other legal requirements. As it now stands, there is a resolution on•lhe books which pre- vents the Zoning Officer from issuing such a statement. A discussion, I believe, • Is necessary to establish a procedure for meeting the needs of the attorneys, if they are truly needs, and doing so without the adoption of an unnecessary amount of work and liability by the Village. It is suggested that submission of a profes- sional engineer's or land surveyor's plot plan with all necessary dimensions, yard setbacks, height of buildings, square footage of buildings, etc., be submitted along with the fee the same as for a building permit. The Zoning Officer could then make -, PEPORT OF ENGINEER /ZONING OFFICER - November 1976 page 2 • a statement bnsnd on that information as to whether a property did or did not meet the zoning requirements. It then would be up to the Zoning Board of Appeals, as It is now if the property does not meet the zoning requlrements,to issue a pre-exist - int, non- Wnforming use. In a letter dated November 4th, Mr. Buyoucos has requested the Board of Trustees to confirm the action of the Zoning Board of Appeals in connection with the variance granted to Mrs. Peggy Cornwall for her present sign erected on her premises. The Zoning Board of Appeals met on October 20th and granted a variance to Mrs. Peggy Cornwall for a free - standing sign In front of her property on Hanshaw Road. The Zoning Board of Appeals Is scheduled to meet at 7:30 p.m. on November 16th to consider a request from Mr. Alan Gunn for a zoning variance involving a non- conform- Ing, pro• - existing use of a building and lot at 103 Midway Road. During the past month there were no zoning permits issued, but there were two road opening permits Issued. 0
