REPORT OF THE ENGINEER

SEWER PLANT
All work is completed for the construction of alterations and additions to the plant
except for indoor work In connection with the outfall chamber, which Is In progress,
and the winterizing of the grit chamber for which we have been unable, as yet, to
get a proposal from the general contractor. The payment of $102,911.54 for work by
the general contractor under Contract Number 2 through September 23rd, is now due.
The work has been approved by our consulting engineers and payment is recommended by
them. After the payment of this amount, there will still be a retainage of 5 %,
$105,403.98, still outstanding on Contract Number 2.
Under Contract Number 5, electrical, we have received from Midstate Electric four
claim vouchers amounting to $113,138.65 for work requested or concurred with by
the Village during construction. Our engineers have reviewed these.and•consider.the
price to be equitable and recommend acceptance of these invoices for payment.
The Department of Environmental Conservation has been requested to schedule a final
Inspection of all work under our contracts for the alterations and additions to the
plant.
The Department of Environmental Conservation has called a meeting for Thursday,
October 21st, at 1:00 p.m., in their offices in Albany to discuss the procedures
for funding and additions to our sower treatmont plant to handle septic tank waste.
. Because the Village Is still the owner of the plant, Mir. Frank Liguori, County
Planning Officer, recommends a representative from the Village be present at this
meeting. The Board is requested to appoint a representative and authorize his
travel to Albany to meet w.l•i-h the DEC.
FIRE HOUSE ROOF
The Engineer met with the Guaranteed Services, Inc., representative, Ron Seacord,
and negotiated a $900 maximum price for the change order necessary in the roof con-
struction on the old, flat rcof. The work has boar, completed to the specifications.
Painting of the exposed wood edge trim, not under the contract, and the extension
of the roof drain to underground drainage system, also not In the contract, will be
scheduled by the Village work forc3 as soon as possible.
A letter has been received from Mr. Angelo Franco, architect with Fred H. Thomas
Associates, on his review and recommendation for the problems of the flat roof on
the new section of the Fire Hcuse. He has reviewed the ccmpany flies regarding
the roofing which was constructed in 1971 and finds no indication that a bond was
Issued or required.
WALTER HAYES
We have received notice from the NYS Elmployees.Retirement System that they are pro-
cessing our request for the continuance in service of Waltor Hayes past his normal
retirement age.

Saturday, October 2nd, the Engineer met with Mr. Johnson at the corner of Warwick
and Randolph Roads for a lengthy discussion of the handling of drainage water In
this area.
On October 2nd, we had three Inches of rain. The drainage systems on Easi• Upland
Road near the corner of Hanshaw and Highland Roads were observed three or four times
during the height of the rain storm. All systems were operating correctly, the cul-
verts were not filled to near capacity, and there were no indications of water
being backed up. After the Village's work on the culverts in this area the Engineer
was waiting for such a heavy rainfall before answering Mr. McHugh's letter on the
drainage problems. A copy of my letter to Mr. McHugh Is attached to this report.
An overflow of the culvert at the interscci• ion of Kilnowoods Road and lianshaw Road
required emergency work by Village men or. Saturday, October 2nd. Repeated efforts
to clear the culvert pipe were unsuccessful, and it was necessary to dig up the cul-
vert. A 10 -inch diameter cooking pot was found lodged in the culvert.
SEWER LINES
The Engineer met with Mr. T. G. Miller and Mr. James Tucker to inspect on the site
the Lansing Ilne where It crosses Vii :% Tucker's property. This Inspection and dis-
cussion wiT•h Mr. Tucker were in connection with Mr. Miller's authorized survey and
report of this line.
The design drawings for -1-he extenslon of the Village of Lansing's sewer line to
service the McDonald's resta-irant were submitted to the Village Engineer- and were
found to be satisfactory.
ACCEPTANCE OF STREETS
There are two streets, Sprucs Lane and Tyler Road, which have not yet been accepted
formally as Village streets. A recision has not 'yet boon made by the Board con-
cerning the initial and operating costs for underground Wring for straat lights.
A decision concerning this matter is necessary before The dedication of these roads
to the Village can be finalized.
REPORT OF ZONING OFFICER
October 1976
At the Board's request, the Corners Community Center, Inc., and Peggy Cornwall were
notified that thoir signs woro In violation and should be removed prior to considera-
tion by the Zoning Board of Appeals. A public hearing is scheduled by the Zoning
Board of Appeals to hear the request for a variance by Peggy Cornwall at 7:30 p.m.
on October 20th.
A notice was sent to all ccramerclal property owners in the Viilags of Cayuga Heights
of the existence of the sign ordinance in the Village and that a permit is necessary
for the erection of almost every type of sign and that the three years grace period
• for non - conforming signs is up.

A sign was erected at the branch of the First National Dank at the Corners Community
Center, Inc.,. They were notified that this was in violation of the Village zoning
ordinance, and the sign was removed and a request for a pormit was received on
behalf of the bank and should be acted upon by the Village Trustees.
A letter was received from Mr. and Mrs. LaVarnway of 113 Warwick Place asking If a
neighbor on Warwick Place could operate a beauty salon In her residence. Such a
home occupation is permitted by a single person If the occupation Is secondary to
the main use of the building as a residence. In their letter Mr. and Mrs. LaVarnway
expressed their strong opposition to the idea of any type of business in their area.
The Zoning Officer is still receiving requests for written statements •that certain
premises comply with all the Village of Cayuga Heights zoning laws. The Zoning
Officer, as Instructed by the Board, is not permitted -to Issue such statements.
During the past month three zoning permits were issued for additions and alterations
for a -total of $25,635, and two road opening permits were issued.
