HomeMy WebLinkAboutReport of the Engineer Sept 1976THE VILLAGE OF CAYUGA HEIGHTS REPORT OF THE ENGINEER - September 1976 STREETS Many positive comments have been received on the recently completed paving on Triphammer Road, Hanshaw Road, etc.; however, the road supply budget has been ex- ceeded by a considerable amount. Approximately half of this amount was due to the cost of road supplies for repairing the July Ilth flood damage and should be charged to flood damage repair rather than the road supply budget time. Although the road material purchased was according to the State Contract bid price, the in- creased cost for the paving was substantial. This was caused by a number of things. First, after starting the paving it was obvious that considerable leveling of the existing paving was necessary before a topping surface could be applied. The inter- sections of Triphammer and Hanshaw Roads took considerably more material than ori- ginally estimated. On Hanshaw Road, because of the great Increase of traffic and congestion, the 24 -foot paving was put down Instead of the usual 20 -foot. Also, there were some sections of paving that were not originally anticipated to be done this year; but for safety reasons, it seemed wise to procood with it. In addition, there is a-need for an estimated $2,000 worth of shoulder mitarial to complete the Job on Triphammer and Hanshaw Road. Although this will further overrun the streets materials and supplies budget item, I feel it Is necessary -to provide a safe road. The total cost of the paving Job could have been higher If i•t were not for Mr. Tyrrell's negotiations with material suppliers for the paver and with neighboring municipalities for the use of trucks and rollers on a reciprocal agreement. With O the escalating costs of the materials for paving, it Is felt that a mistake was made at budget time by the Engineer in requesting funds for the streets budget. This will be further discussod with the Board at the next budgetary request time. FIRE STATION ROOF REPAIR Guaranteed Services, who was awarded the bid for the replacement of the flat roof on the Fire Station and is In the process of completing the work, found when the old roof was removed that the construction of the roof deck was not as indicated on the plans on file with the architects who originally designed the old fire house. A proposal for substitute construction will be available to the Board at their meeting. TREES A large, dangerous oak on Kline Road was examined by core borings and found weak and was subsequently taken dovin. The wood that will not be removed by residents desiring fireplace wood will be removed by the Village forces. Request has been received from Dr. Patrick to remove the large willow tree at the corner of Pleasant Grove Road and Hanshaw Road. With the Increase in traffic on these roads, this does present a traffic hazard and it is recommended that it be removed. The maple trees on Highgate Rond did not survive. 'The maple trees on Highland Road, planted at the same time, did survive. ''his was a Joint venture with the residents and the Village sharing the cost of these -trees. The question now is whether the . trees should be replaced with a different variety. It is the opinion of the Village Forester that salt used on the road damaged the trees. • REPORT OF ENGINEER - September 1976 STREET TRAFFIC SURVEY page 2. Mr. Larry Mix, graduate student In the School of Civil Engineering, has requested and has been granted permission to conduct traffic surveys on the intersection of North Trlpharrdner Road and Winthrop Drive. His results wlII be made available to the Village. EMPLOYEE REQUEST TO WORK PAST 70 YEARS OF AGE Mr. Walter Hayes who will become 70 years old in November of this year and is a member of the NYS Retirement System has requested permission to work past the mandatory retirement age of 70. SEWAGE TREATMENT PLANT A Job site meeting Is scheduled for Wednesday, September 22, at 1:30 p.m. with our consulting engineers, contractors, and oqulpment suppllora to further resolve long standing problems with chain and chain sprockets as we!! as other pending matters. PUBLIC WORKS COMMITTEE MEETING The Public Works Committee met at the cull of Chairman Al lee on September 15th and 16th from 4:00 p.m. to 6:00 p.m. to discuss the numerous pending Jobs to be com- pleted by the Public Works force and the scheduling of these jobs in the light of various pressures. The two top priority jobs, as seen by the Public Works Commit- tee, were for the completion of the paving on the shoulders of the roads recently paved, Triphammer Road and Hanshaw Road. Also, the debris removal portion of the flood damage which must be completed by October 20 to be eligible for reimburse- ment of Federal funds. Many other items were discussed, and a report on these should be available to the Board at their next meeting. Triphammer and Hanshaw Roads, were erected without zoning permits. Requests were made to these business establishments to remove The signs and to submit requests for permission. A request from Peggy Cornwall has been received and will be brought to the attention of the Board. A request from the Corners Community Center has not been yet received. The zoning ordinance allowing three years to comply with the sign ordinance was passed in January 1973, and the review shows that the time Is now up. Each sign In the commercial area of the Village will have to be assessed and owners notified. If they do not comply with the request, the signs will be removed. This will be time consuming and an unpopular Job. Three zoning permits were issued for the construction of additions for an estimated construction cost of $56,900 during the last month. Two additional requests for zoning permits were dented because they did not meet zoning ordinance requirements.
