VILLAG- OF CAYUGA HEIGHTS
MINUTES of a Special Meeting of the Board of Trustees of the Village of Cayuga
Heights hold July 9, i976 at 4:00 p.m. in the Village Hall.
PRESENT: Me,ior F. G. Nlarcham; Trusi%ses Ronald E. Anderson; Sheller S. Philbrick,
Jean R. Robinson; Attorney Roger B. Sovocool; Treasurer Gordon B. Wheeler; Engineer
John R. Rogers.
ABSENT: Trustees David J. Aliee, David Pimentel, Rane F. Randolph
OTHERS PRESENT: Throe representatives of the news media and Mrs. Dooley S. Kiefer.
Morlon made by Trustee Philbrick, seconded by Trustee Robinson:
RESOLUTION 2584 - AWARD BID - STREET SWEEPER
VOTED to accept the bid by Cayuga Leasing Company of Ithaca for sale to the Village
of one 1961 used 4 -cubic yard, four - wheel, self - propelled street sweeper at a price
of $3,500.00. Unanimously passed.

RESOLUTION 1.585 - TRANSFEP. OF FUNDS
VOTED to authorize transfer from the Contingency Account of tho sum of $7,548.27
is necessary to pay Attorney Sovocool's bill for work done by him in connection with
the Interco nicipal Water Commission, the understanding being that the Commission
will raimburse the Villaga for this payment. Unanimously passed.
Motion made by *trustee Philbrick, seconded by Trustee Anderson:
RESOLUTION 2585 - APPROVE CHANGE ORDER
VOTED to approve the Change Order recommended by the Village Engineer and the con-
sulting engineers in connection with the proposal by Stewart and Bennett to provide
a vent pipe extension and cap for the outfall chamber at the lake shore which
serves the Village Sewer Plant, the appropriate cost being $3,417.00. It is under-
stood that this bill might bo the object of negotiation between the Village and the
consulting engineers when a final settlement takes place between these parties.
Unanimously passed.
The Board, with advice from the Attorney, the Treasurer, and the Village Engineer,
took up analysis of the savior contract submitted by the Village of Lansing. The
Board's principal discussions as to change dealt with these points:
• 1) That the Village of Lansing declare itself to comprise a single sewer
district.
2) That the total allowable new sewer units for the Village of Lansing be
150.

3) That grant of sewer sere! :ce to users in the Village of Lansing shall be
• at the discretion of that Village.
4) That If -the Village of Lansing builds sewer lines connecting the Village
to Cayuga Islghts plant, the Village of Cayuga Heights will supply the
necessary soerene treatment and grant easement on rights of way now con -
trolled by Cayuga Heights.
5) That if users in the Village of Lansing are delinquent in paying their
sewer r(,nt bills, the Village of Lansing shall pay the appropriate amount

6) That ':he Village of Lansing shall be responsible for all continuing and
em^,rpancy service that is necessary to keep sewer I mes In the Village
of L•insing cleaned, flushed, free from infiltration, and for repairs to
there lines, major and minor.
7) That the Village o Lansing shall be financially responsible to the
Village of Cayuga !bights for any repairs to and /or replacoments of sewer
lines in the Vlliafle of Cayuga Heights, which repairs and /or replacements
sire required becau!ie of service to the Village of Lansing. Determination
as to the necessity for such repairs and%or replacements shall be made by
the Engineer of tht.. Village of Cayuga Heights.
8) That the Engineer r.f the Village of Cayuga Heights or his deputy shall. In-
spect new conneerlons In the Village of Lansing•between buildt*ngs•and
the sewer mains for a fee of $15 per Inspection, the fee to bG paid by
the property owner,
9) That the Engineer cif the Village of Cayuga Heights shall have the right
to carry out genes +.1 Inspection of the sewer system in the Village of
Lansing from time ':•o time.
10) That the Village o? Lansing will install a 10 -Inch sewer main in the
vicinity of the Tu:ker property to improve the flow of sewage from the
Village of Lansing to the Village of Cayuga Heights.
II) That the agreeman•i shall be in full force and effect for five years and
may be renewed am,ually thereafter.
The Board was in unanimous ng-aemant on these and lesser points.
