HomeMy WebLinkAboutReport of the Engineer June 19760 CORNBALL PROPOSAL VILLAGE OF CAYUGA HEIGHTS Report of the Engineer - June 1976 In a proposal dated June 21, 1976, the Cornwall's propose a driveway Just west of the Village Hall property on the property owned by Peggy Cornwall leading to a six - car parking area that 13 located approximately halfway between the building at 830 Hanshaw Road and the Village property line. it Is the recommendation of the Engineer that this proposal be accepted by the Board as It seems to provide the best solution from a safety standpoint and will still give access to the property of the Cornwall's. SEWAGE PLANT CONSTRUCTION Certificates of Substantial Completion conditionally approved at the last special Board meeting should be completed and signed by the Mayor on or before Monday, June 21st. As soon as they are completed, Tony Wylen of Teetor - Dobbins and Henry McGuire of Stewart and Bennett should be notified. A voucher from Midstate Electric Co., Inc., for $13,503.79 has been received. It Is approved for payment by Teetor- Dobbins. The amount does not include a 5% retalnage that is to be held until the end of the guarantee period. The payment Is for work under the original contract that has been completed, and it is the Engineer's recom- mendation that the payment be made without delay. This payment and other payments brought before the Board at this June meeting are all charges that were included In • the overall financial report on the contract as explained by Mr. Wylen and Dr. Dobbins at a meeting with the Board two months ago. All change orders - those com- pleted, paid for, in process, or anticipated - will be less than the 5% allowable contingency of $139,675. Change Order No. IP, dated June 7, 1976, should be approved by the Board. This Is to cover a credit to the Village for $689.24. The contractor's lump sum base bid In- cluded a cash allowance of $1,000 to cover all costs and charges made by the City of Ithaca in connection with providing a new water service connection. The actual charge totaled $310.76 - the difference of $689.24 is the amount due the Village. The Village Engineer recommends approval of this change order. An invoice for payment of the remaining 5% retalnage to J 6 K Plumbing and Heating Co., Inc., in the amount of $1,930.54, has been received. Payment of this retalnage is recommended by Teetor - Dobbins and the Village Engineer. It does reflect a credit of $698.24 due the Village from change order No. IP which Is In process. There are no defects in the equipment, materials, or workmanship under our contract with J 8 K Plumbing as of March 6, 1976. Teetor - Dobbins has received a proposal from Stewart d Bennett to provide the cleanout plug In Manhole No. 6 for the amount of $1,103.00. This change order came in at a higher price previous to this; and our Engineers, working with our sewer plant opera- tor, were able to get the contractor's bid reduced to this current amount. It is the recommendation of Teetor - Dobbins and the Village Engineer that this proposal be accepted. Thiy have also received from Stewart b Bennett a proposal for providing • a vent pipe extension and cap for the outfalI chamber at the lake shore in accord- • Report of the Engineer - June 1976 page 2 ance with the drawings for the amount of $3,417. This vent pipe Is necessary at the outfall chamber for control of the frost and exhaust of trapped air. The ori- ginal proposal was considerably higher, and Teetor- Dobbins was able to negotiate with the contractor to reduce his original proposal to the amount mentioned. Acceptance of this proposal is recommended by Teetor- Dobbins and the Village Engl- rier.r. It is hoped 1-hat these proposals can be accepted by the Board at the meeting on June 21 so that work can start this month. The one remaining change still In pro- cess is t•lie design and construction of the enclosure of the grit chamber. Teetor - Dabbins are working with Stewart A B3nnott to provide an economic solution to the en:.iosure problem. Again, these change orders and the change order for the enclo- sure of the grit• chamber are well within the overall approved contingency figure oi• :% ($139,675). Approval of payment of a bill to Huli Heating and Plumbing, Inc., for their work under the contract of $5,857.96 is recommended by Teetor - Dobbins and the Village Engineer. There Is still a ratainage under this contract of $7,658.64. PAINTIi•Y7 VILLAGE HALL The Village Engineer went ovor the painting needs in the Village with Mr. Herbert Landgraf and obtained from him an estimate (to be considered a lump sum contract price) if the Trustees agree To have this work done. The details of his estimate are available at the Cierkrs office. Interior work is estimated at $1,503; the exterior work (all trim) is estimated at $420. If Landgraf is to do the floors, (all floors to be washed and varnished with two coats), the estimated cost of labor and materials is $1,080. Mr. Landgraf suggested we might get a separate bid on doing the fioors from a Ithaca contractor who is better set up with machines and equipment for refinishing floors. It was Mr. Landgraf's recommendation that repair of the slate roofs of the building be done prior to any interior painting. It is the recommendation of the Engineer that the Board authorize the Engineer to secure bids'for the repair of the slate roof, flashings, eaves troughs, and down- spouts for the entire roof structure of the Village Hall. It Is also recommended that Mr. Landgraf's proposal •For interior and exterior painting be accepted so that it can be scheduled as soon as the roof work is completed. Further recommended that an additional estimate from a contractor who specializes in refinishing floors be obtained for reconditioning ail the floors in the Village Hail. SEWAGE SERVICE - CATHERWOOD PROPERTY PRESENTLY UNDEVELOPED (Highgate Circle) Mr. Catherwood requests a letter stating that the Village will provide sewer service for his undeveloped land in the Highgate Circle area. This sewage will flow through the Village of Lansing lines to the Berkshire connection in the Village. Again, this will flow through the line in back of Mr. Tucker's house which is owned by the Village of Lansing. In our previous discussions of sewer service to the Village of Lansing and Pyramid, it was anticipated that this area would be developed and the sewage would flow from this area through this line. It is the recommendation of the Engineer that this letter be Issued to Mr. Catherwood. Report of the Engineer - June 1976 page 3 STREET DITCHING lhtc-r•o have been a number or places in -the past month in the Village that have made 1,0ep-vsts for ditching. Culverts under driveways had to be replaced or reestablished as grade on Kilnewoods Road and Triphammer Road, Warwick Place, The Parkway, near Kilriewoods. Additional surveying was done to establish line and grade on Midway end at the corner of Warwick and Randolph Roads near Professor Klersch's property. STREU SWEEPER ACQUISITION !1 i!s the recommendation of Mr. Bob Tyrrell, Public Works Superintendent, that we purchnse the four - wheel, self - propelled, pickup, street sweeper (used) of four cubic yards. We have such a sweeper and have been using the machine to good ad- vantage throughout the Village on a rental basis. It is the intention of the ormers of this machine to sell it as soon as possible. Our Superintendent Is afraid we will lose the machine if we do not purchase it. It is estimated that the cost will be about $3500. ine Engineer recommends that the bidding procedure be started with the Idea of purchasiijg this piece of equipment. The Town of Ithaca has just been involved to a law suit from the use of a non - pickup, open -type sweopor that created dust problems when cleaning a street where a newly painted houso stood. If we do not _•btaln the self- propelled, pickup -type sweeper that is avalia-�le to us now, we would have to rent or borrow the Town's open -type sweeper to do the cleanup work that is necessary on the roads before repaving or in clean- ing intersections. REPONT OF ZONING OFFICER - June 1976 Ma, Mo.rcham has received a request from the Corners Community Restaurant owner, Mr. C. Rosetti, to change the mode of operation. He proposes to apply for a restau- rnnt liquor license. The Zoning Officer has received a request for a zoning permit for this renovation. This permit will be held until determination is made by the Board of Trustees as to whether this type of operation Is permissible. A cowpialnt was received that a newly constructed swimming pool under a zoning permit did not have protective fencing surrounding It. inspection was made by the Zoning Officer. The fencing was in the process of being completed, although at the time it did not meet the requirements of the zoning ordinance. The contractor assured the Zoning Officer that the fencing would be completed before the day was up, and the pool would be entirely enclosed in four -fcot wire fencing. The Zoning Board of Appeals fret on May 24, 1976 and approved a variance to Mr. Donald A. Belcher for a FOR SALE sign with dimensions slightly larger than those permissible under the zoning ordinance. The Zoning Board of Appeals has scheduled a meeting for June 23 to consider a varl- ance to Edward and'Marsha Andrews to establish that their property at 601 Highland Road had a retroactive use as far as yard setback and size of lot are concerned. The requirements of a local bank and lawyers concerning a certificate of compli- ance to zoning laws caused much trouble in the closing of the sale of this proper- ty. Both the chairman of the Zoning Board of Appeals and the Zoning Officer met • with and talked on the phone on numerous occasions with the lawyers and parties involved. Special effort was made by Village officials to try to work out a solu- tion for a Village resident who was due to leave town and had to make living Report of Engineer /Zoning Officer - June 1976 . .1 arrangements before leaving. page 4 Sinre the last regular Board mating there has been one zoning permit issued for the construction of a carport at an estimated cost of $1,200 and one road opening r-orn,it issued.
