HomeMy WebLinkAboutReport of Engineer April 19760 VILLAGE OF CAYUGA HEIGHTS REPORT OF ENGINEER - April 1976 1976 -77 BUDGET It is requested that an additional $200 be added to Mr. Leonard's proposed annual salary of $6800 to bring him to $7000 per year. This is to recognize the fact that he has worked for and obtained his Class II Operator's License and will be reclassified as a Motor Equipment Operator. The overtime budget for Public Works could be reduced by the $200 thereby making it unnecessary to change any othor part of the labor portion of the Public Works Budget. The salary Increase is recom- mended by the Chairman of the Public Works Committee, Trustee Al lee, Supervisor Tyrrell, and Engineer Rogers. There is no money budgeted for painting the Interior of the Village Hall. It Is assumed that money will be made available from Federal Revenue Sharing Funds or some other source for this project, as it should be done this coming year. The estimated cost Is about $2500. STREETS Additional traffic counts and surveys are being made by Mr. Thomas Wohison, a graduate student under Professor A. H. Meyburg, at the corner of North Triphammer and Hanshaw Roads. When the surveys are done, a design for the intersection will be made and submitted to the Board within the next two months. • SIDEWALKS A statemen of Board policy is requested for the financing of sidewalk repairs in areas requested by residents, but not necessarily a high priority for the Village. At present, we have tero requests, ona from Professor Sales of 410 Triphammer Road and one from Mr. Oldberg of 211 Hanshaw Road. SEWER LINES Replacement of an old 6 -Inch clay the sewer main with 8 -inch transite pipe from the interesectlon of Nor•thway Road and The Parkway north approximately 600 feet is underway. Some problems were incurred with services, particularly, a hidden water line which crossed the sewer line two or three times. The job 1s about two - thirds complete. Completion of the installation is scheduled for this week with final grading and seeding later this spring after settlement of the ground and with proper weather conditions for planting. A copy of a letter from the Environmental Conservation Department to Mr. Manley H. Thaler, Attornay for .inmss Tucl:�r, in reference to the alleged sewer line problem on Mr. Tucker's property was received. The Environmental Consservation Department noted that it had no actual Interast In a question of the violation of the terns of an agreement between Mr. Tucker's predecessor and the Town of Lansing for a sewer line. It also mentioned that a review was made of the design of the sewer line and no failing could be seen from these plans; also, the existing record does • not reflect any falling In approximately one year when the falling was believed to be tied to vandalism. It was suggested that Mr. Tucker contact the County Health Department or the Village of Lansing the next time a failure takes place in order for them to properly investigate the causes. page 2 - Engineer's Report - April 1976 • STREET LIGHTS At the request of a resident on Burleigh Drive, street lighting on Burleigh Drive was investigated by the Engineer; and it is his recommendation that a new street Iight be installed on the pole at the intersection of the proposed Cambridge Place and Burleigh Drive. SEWAGE TREATMENT PLANT A letter was received from the Department of Environmental Conservation stating that because of lack of funds claims from municipalities for State Aid for the operation and maintenance of sewage treatment works will not be made at 33 -1/3% reimbursement rate experienced in previous years. The Department is processing all claims that were received no later than June 30, 1975 at the rate of 17% of the eligible operation and maintenance costs. if the Legislature makes additonal funds available, the Department will adjust those claims paid at the rate of 17% upward to the 33- 1/31%. Invoices have been received from Teetor - Dobbins, Consulting Engineers, for the alterations and additions to the Wastewater Treatment Facility as follows: For resident inspection during the year 1974 $36,172.74 For the preparation of the Operation and Maintenance Manual e (90% of $25,000) 22,500.00 For the professional engineering services rendered according to the agreement of July I, 1967 12,918.03 (This Is 99% of the total fee according to the contract) For resident Inspection for the year 1975 10,579.77 The details of these invoices and the agreements under which the work of the engineers was authorized will be available for the Board at the April meeting. Board action on proposed change orders on the contract for the sewer plant altera- tions and additions is requested. As requested, additional information fram the engineers and contractors for the change orders for a window -type air conditioner in the laboratory at $I,Ci4 and for the installation of a now pump, controls, frame, cover, discharge pipe, and electrical connections for $9,657. Change orders for , the extension of contract completion date from October 15, 1974 to August 15, 1975 for the gsn9ral contractor, Stewart and Bennett, and the other contractors Is re • commended by our consulting engineers and by the Village Engineer. Action on this change order should be t ;i'.en at this April meeting. A certificate of substantial completion to ,'*he general contractor and each of the other contractors has been issued by our consulting engineers and a resolution for its acceptance by the `iillage of Cayuga Hoights is recommended by the Village Engineer. • A bid from the contractors to complete the work on the change order for extra work on the outfall pipe has been received in the sum of $28,131. Details of the work involved in the change order will be available at tho April meeting.
