PRESENT: Mayor F. G. Marcham; Trustees David J. Allee; Ronald E. Anderson, David Pimentel, Rane F. Randolph, Jean R. Robinson; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovocool; Engineer /Zoning Officer John Rogers; Police Chief Harlin McEwen. ABSENT: Trustee Shaller S. Philbrick and Fire Chief Lowell T. George. OTHERS PRESENT: Dr. Dobbins and Tony Wylen of the Consulting firm Teetor- Dobbins; Gary Gleason, operator of the Wastewater Treatment Facility; Gary Craig; and the news media. Motion made by Trustee Plmental, seconded by Trustee Anderson: VOTED to approve the minutes of a regular mee•iing hold February 16, the Annual meeting held February 24, and a Special meeting held February 28, 1976 as previously given Trustees in mimeographed form. Motion made by Trustee Plmentei, seconded by Trustee Randolph: VOTED to approve the Abstract of Audited Vouchers dated March 15, 1976 in the follow - ingjamounts: General Fund -- $8,779.10; Sewer Fund - $5,109.63; Capital Fund - $4,192.75; Federal Revenue Sharing Account - $4,000.00. • Mayor Marcham gave his report and It Is on file in the Village Office. He mentioned the literature left by Mr. Larabee concerning -the Finger Lakes Regional Travel Guide and asked the Board to look it over and report back to him their wishes on whether to consider his proposal further. Mayor Marcham brought the Trustees up to date on all comments and correspondence concerning the Ceracche Television Corporal-ion's request for an Increase in the cable rates. After a discussion, the Attornoy Is roq,iestad to drew a proposed Local Law dealing with the definition of a water unit for the purpose of charging for the Village share of the Intormunlclpal Southern Cayuga lake Water Commission financing until February 1977. Mayor Marcham has written to ";-. Matyas concerning tiro University's undertaking for a Health Care Facility. Motion made by Trustee Randolph, seconded by Trustee Anderson: RESOLUTION 2532 - FIRE DEPT. PURCHASES VOTED to approve the purchase by the Fire Department of 7 fire turnout coats at a cost of approximately $450.00. Unanimously passed. Treasurer Gordon B. Wheeler said the final payment Is being made on the note for the purchase of the garbage packer. Engineer John B. Rogers's report is filed In the Village Office. The Engineer intro- duced to the Board Dr. William Dobbins and Anthony Wylen, Engineers with the Consul- ting firm of Testor- Dobbins, and Gary Gleason, the Village Wastewater Treatment Plant Operator. Mr. Wylen handed out a Summary of the Total Project Costs and explained in detall and answered questions put to him concerning various Items thereon. As closely as possible at this time, the Actual total project cost will be $2,806,452. Mention was made of the court case concerning the wording of the contract documents as to a prime contractor on which the Village won a favorable decision. This prece- dent setting decision has been cited since. Unfinished work Includes additional Lab equipment, a larger sump pump, air condition- er for the Lab, ballasting for the outfall pipe, winterizing the Grit Chamber, a vent pipe for the outfall pipe, and a cleanout plug for a manhole. When questioned, Dr. Dobbins said the "shake down cruise" may take a year to Include all the problems that might arise during all the various seasons. Also, It will take a long time for all the Inspections, audits, and other requirements of the State and Federal Governments before we get final grant payments and the Village makes final payments to the contractors. Mr. Wheeler asked Mr. Wylen to explain the problems In connection with the outfall pipe. If cast iron pipe had been used, the cost would have been $38,000 more than using the plastic pipe. The presence of the air problem was not known prior to the design of the pipe and may not have become evident had cast Iron pipe been used for the outfall pipe, thereby cutting down on the capacity of the line substantially. Mr. Wylen entertained the premise that the Village is better off by having the plastic pipe and the air problem brought out, because now the venting system allows full capacity within the pipe. The plastic p!pe has a smoother surface and will have maximum capacliy for a greater number of years than the cast Iron pipe would have done. The final cost of solving the problem of the air did cost over the original $38,000 potential savings. Mayor Marcham turned the meeting over to Deputy Mayor Randolph and left at 9:30 p.m. 40 MINUTES - Regular Meeting, March 15, 1976 page 3 Engineer Rogers pointed out that we must be Informed when the Contractors Insurance • coverage ends so we can cover the Plant with our Insurance. Attorney Roger B. Sovocool reported on the progress of acquiring a deed to the Lansing Town Houses, Inc., for the 50 -foot strip of land bordering the Village of Lansing. After a discussion concerning the flyer on the Language School of Mrs. Holdheim at 706 Cayuga Heights Road, it was determined that the Zoning Officer should Investi- gate the situation and find out If there Is a Zoning violation. Police Chief Harlin R. McEwen gave his report and it Is on file in the Village Office. He said the dog problem seems to be improving. The Clerk's report is placed on file in the Village Office. Motion made by Trustee Pimentel, seconded by Trustee Robinson: RESOLUTION 2533 - PURCHASE ENVELOPES VOTED to approve the purchase of 1500 government printed I3G stamped regular envel- opes for the Clerk's office In the amount of $213.60. Unanimously passed. MDved by Trustee Plmentel, seconded by Trustee Anderson: e RESOLUTION 2534 - DELETE POSITIONS VOTED to delete two positions titled Working Supervisor from the Civil Service list of positions for the Village of Cayuga Heights. Passed with 4 yes votes and one no vote. Moved by Trustee Plmentel, seconded by Trustee Anderson: RESOLUTION 2535 - CREATE POSITIONS VOTED to create two positions titled Senior Motor Equipment Operator in a non- compe- titive class and place them on the list of Civil Service positions for the Village of Cayuga Heights. Unanimously passed. Moved by Trustee Anderson, seconded by Trustee Robinson: RESOLUTION 2537 - BUDGET VOTED to recommend the 1976 -77 Tentative Budget to the new Board for adoption at the Organization Meeting on April 5, 1976.
