MINUTES of a regular meeting of the Board-of Trustees of the Village of Cayuga Height:
held December 15, 1975 at 7:30 P.M. in the Village Hall.
PRESENT: Mayor F. G. Marcham; Trustees David J. Allen, Ronald E. Anderson, Shailer
S. Philbrick, David Pimentel, Bane F. Randolph, Jean R. Robinson; Treasurer Gordon
B. Wheeler; Attorney Roger B. Sovocool; Police Chief Harlin R. McEwen; Fire Chief
Lowell T. George.
ABSENT: Engineer /Zoning Officer John B. Rogers
OTHERS PRESENT: Representatives of two radio stations and the Ithaca Journal, two
Boy Scouts, Otto B. Schoenfeld, Wesley McDermott, SupervJser of the Town of Lansing,
Mr. Showacre of the Village of Lansing, Gary Craig representing the Pyramid Compeny.
Mayor Marcham asked Mr. McDermott to present statements rther than those in the letter
received December 12, 1975 and the letter from Mayor Smidt of the Village of Lansing
which was delivered this morning. The members of the Village Board have copies of
these letters.
Mr. McDermott requested the Village contract with Sewer District N4 for sewer service
through the Village trunk newer line which rums down Remington Road on an interim
basis.
After dicussion, Mayor Marcham made this statement. The interest of the Town of
Lansing ends on December 31, 1975. At that time, the Village of Lansing assumes
responsibility. On reaching a decision at this late date, we must consider the
interest of the Village of Lansing.
As yet we do not have a sewer contract with the Village of Lansing. In drawing up a
contract each party must consider whether it is enough to use the language of the
contracts between us and the Town of Lansing, sooa to be aband.uned, and what, if
necessary, to change.
The question of the capacity of our sei,:rs hEw been explored. Our Engineer has
carried out a manhole -to- manhole study of the lines which mev be affected by the
requests for more sewer service. He filed this with us a few days ago. We shall
study it.
We have discussed these matters at large f. += some months past in our Village meetings;
and I have urged those who proposed further sewer service to state their wishes in
specific terms. In the last three days the requests have come in. Apart from the
differences they present, there are technical and legal. questions to consider. The
technical seems relatively simple, the legal more complex:.
At 8:15 P.M. Mayor Marcham thanked the visitors for coming.
Mr. Schoenfeld presented a map of the Cambridge Place subdivision within the Village
showing detailed engineering design of water and sewer approved by the NYS Dept. of
Environmental Conservation, Region T. After the remaining signatures are obtained,
•this map will be recorded. He requested the Mayor and Engineer of the Village approve
the map by signing it.

RESOLUTION 2508 - APPROVE SCHOENFELD SUBDIVISION
CAMBRIDGE PLACE
VOTED to authorize the Mayor to sign the Plat of Williamsburg Park Subdivision
Section No. 5 Plan "C" - Village of Cayuga Heightse -Town of Ithaca, by William F.
Albern P.E. dated 12/2/75 when Engineer Rogers has approved and signed the Plat.
Unanimously passed.
Motion was made by Trustee Pimentel and seconded by Trustee Philbrick:
VOTED to approve the minutea;of a regular meeting held November 17 and a special
meeting held December 2, 1975 as previously furnished Trustees in mimeographed form.

Motion was made by Trustee Randolph and seconded by Trustee Pimentel:
VOTED to approve the Abstract of Audited Vouchers dated December 15, 1975 in the
following amounts: General Fund $15,060.72; Sewer Fund $11,145.00; Capital Fund
$215.66. Unanimously passed.
Mayor Marcham gave his report and it is on file in the Village Office.

RESOLUTION 2509 - ELECTION OFFICE VACANCIES
• & TERMS THEKEOF
VOTED that the offices to be filled at the next Village Election are: Mayor for two -
year term; Village Justice for a four -year term and three Trustees each for a term
of two years. The Clerk is instructed to publish same within ten days. Unanimously
passed.

Motion was made by Trustee Pimentel and seconded by Trustee Allee.
RESOLUTIONN 2510 - PROCEDURES - ENVIRONMENTAL QUALITY
VOTED to insruct the Mayor to write to Professor Walter Laynn, as Director of the
Center for Environmental Si;4y, asking that the reuearch group working under him use
the Village of Cayuga Heights as model for study in iris work to develop procedures
of the State Environmental Quality Rev Lew Act. This request carries with it the
condition that the Village Engineer will L•p ralled on for assistance only to a minimal
degree. Passed with four yes votes and two no votes.

Trustee Anderson spoke of his study cony ?ruing a construction code and said that Mr.
Dymek will attend a future meeting to state his views, He has a questionnaire given
him by the League of Women Voters. He hill consult with the Engineer and Clerk
before filling it out.
Fire Chief Lowell T. George gave his report and it is on file in the Village Office.
Treasurer Gordon B. Wheeler said his second quarterly report is almost finished. He
spoke of the low Equalization Rate of 58.12 and its implications.

The Engineer's report is on file in the Village Office. The Trustees mentioned
that the report on the sewer lines serving Lansing was very good, but asked Mayor
Marcham to have the Engineer summarize his findings and draw up a sketch on one
sheet of paper which will show the principal lines bringing sewage into the Village
and the capacity of the lines. And, also, to show where there are trouble spots
in the Village and what the capacity at these points is.
There will be a special meeting of the Hoard of Trustees to be held on Monday,
December 22, 1975, at 4:00 p.m. in the Village Hall to consider the engineering
and technical side of the capacity of sewer lines serving the Lansing area.
There will be a special meeting of the Board of Trustees to be held on Tuesday,
December 30, 1975, at 4:00 p.m. in the Village Hall to consider questions of policy
and specifics for the contract desired between the Village of Cayuga Heights and
Lansing.
Mayor Marchem is to seek written clarifications from the Town and the Village of
Lansing preliminary to the drawing up of a contract.
Mayor Ms.rcham turned the meeting over to the Deputy Mayor, Rene F. Randolph, at
9:30 p.m.

VOTED that the Village employees be given an additional Holiday on December 26,
1975 and for those who can not take the Aav off to have the privilege of having
another day off at a time which is more: suilcable to their department.
Unanimously passed.

Attorney Roger B. Sovocool spoke of a letter from Teetor - Dobbins which asks for
advice on the withholding of further payments to prime contractors on the sewer
plant project to cover the possible imposition of liquidated damages for the
Contractor's failure to complete the contract work within the stipulated time period.
Copies of the letter will be sent to Trustees.
Police Chief Harlin R. McEFaen gave his report and it is on file in the Village
Office.
Motion made by Trustee Philbrick, seconded by Trustee Anderson:
RESOLUTION 2513 - KENNETH LANSING APPOINTMENT
VOTED to authorize the Mayor to permanently appoint Kenneth W. Lansing to the posi-
tion of Police Officer effective November 14, 1975 and to raise his annual salary
effective on that date from $9435 to $9635 which includes educational incentive
and to notify the Tompkins County Personnel Department of such action.
Unanimously passed.
Trustee Allee, as Chairman of the Public Works Committee, said there had been
another informal meeting with Mr. Yarnell.
The Police Chief spoke of the problem of salt on the Village Hall sidewalk and of
possible solutions. He was directed to consult with the Village Engineer.
Motion made by Trustee Pimentel, seconded by Trustee Anderson:
RESOLUTION 2514 - PURCHASE TYPEWRITER
VOTED to authorize the Clerk to purchase a new typewriter at a price not to exceed
$400. Unanimously passed.
Motion made by Trustee Anderson, seconded by Trustee Robinson:
RESOLUTION 2515 - ACCEPT AUDIT - VILLAGE JUSTICE
VOTED to accept the Audit of Paul Bradford of the accounts of the Village Justice
ending May 31, 1975 and which is on file in the Village Office. Unanimously passed.

RESOLUTION 2516 - PURCHASF. STAMPS
VOTED to authorize the purchase of 1000 3¢ stamps for the Village Justice and the
• Police Department. Unanimously passed.
