• REPORT OF THE MAYOR - November 1975
It occurs to me to suggest that the Board inquire whether, because Cornell Univer- -
sity requires payment of a fee by users of the parking lot on Pleasant Grove Road,
the parking lot and perhaps adjacent land, loses its status as exempt from taxation.
Mayor Smidt of Lansing Village has asked the Village of Cayuga Heights to consider
joining rrith Lansing to seek federal funds for 75% of a facilities study grant in
connection with proposed trunk sewer construction. He speaks of the need for an
infiltration study of the present sewer system as a preliminary to the application.
Our Village Board should know that we have already financed the following reports
on infiltration:
Teetor- Dobbins report, November 1967 - ongoing study and action by Village
forces over the past few years.
Robert Crow made his study and report - 7/26/73.
Gerald Nolan continued the study - 1/10 thru 2/18/74.
Thomas Hierl made further study and report - 9/9/74.
• These reports are available to the Village of Lansing and State and. Federal
Agencies.
As for the trunk sewer situation, the Village of Cayuga Heights has direct concern
only for that part of the proposed Railroad Trunk Sewer that will extend from the
north Village line to the Sewer Plant. The total trunk sewer, extending into
Lansing, has bnen the su—Jec' of study for some years. O'Brien & Gere made pre-
liminary recc-niendati.o:l+> rrior to the remodelling of our plant; and since then
Engineer Thaxas Mille:: h..s made it Ze-: study of the line. Within the Village of
Cayuga Heights, the only aria to be directly served by the railroad trunk, under
present plans, is that associated with the Farobs development.
Mayor Smidt has also sent me a plan submitted by the Pyramid Company for providing
sewer service to their project site. He calls it an interim plan. He asks if the
Village grill accept it. lie does not say whether it is acceptable to the Village
of Lansing. He asks fug :aer, "how many additional gallons per day, over and above
the Pyramid Company's needs, mould be available for the Village of Lansing through
the existing trunk sewer system?" He does not say that he contemplates an interim
arrangement in this connection with the other potential users.
The Engineer and I have disnuased this Letter and offer as preliminary comments the

1) Completion of the proposed aitetations to the line on Remington Road.

I have a notice from the New York Conference of Mayors concerning a workshop on
municipal borrowings and selected other management problems; also, a workshop on
the Conduct of Village Elections. The workshop on borrowings will take place on
i•zcember 3 and 4, 1975, at Syracuse, New York, occupying all day of the 3rd and
the morning of the 4th. The other workshop will take place in the afternoon of
the 4th. I have the total announcement and the program before me. Registration
fee is *235.
