Minutes 11/17/1975VILLAGE OF CAYUGA HEIGHTS • MINUTES of a meeting of the Board of Trustees of the Village of Cayuga Heights held at 7:30 p.m. on November 17, 1975 in the Village Hall. PRESENT: Mayor F. G. Marcham; Trustees David J. Allee, Ronald E. Anderson, Shailer S. Philbrick, David Pimentel, Rane F. Randolph, Jean R. Robinson; Treasurer Gordon B. Wheeler; Engineer- Zoning Officer John B. Rogers; Police Chief Harlin R. Merven. ABSENT: Attorney Roger B. Sovocool and Fire Chief Lowell T. George OTHERS PRESENT: Reporter from -the Ithaca Journal News. Motion made by Trustee Randolph, seconded by Trustee Anderson: VOTED to approve the minutes of a regular meeting held October 20 and Special Meet ings held October 29 and November 6, 1975 as previously furnished Trustees in mimeo- graphed form. Motion made by Trustee Pimentel, seconded by Trustee Randolph: VOTED to approve the Abstract of Audited Vouchers dated November 17, 1975, except the invoice of $1800 to General Arborists, and to add an invoice from Tompkins County for the Self- Insurance Plan for Workmen's Compensation in the amount of $957.48; in the following amounts: General Fund - $4,232.76; Sewer Fund - $2,051.85; and Capital Fund - $6.17. • Mayor Marcham gave his report and it is on file in the Village Office. Motion made by Trustee Randolph, seconded by Trustee Pimentel: VOTED to approve the appointment of Jean R. Robinson as a member of the Public Works Committee by Mayor Marcham. There was a long and thorough discussion concerning the portion of the Mayor's report which deals with letters from Mayor Smidt of the Village of Lansing. Motion made by Trustee Randolph, seconded by Trustee Anderson: RESOLUTION 2501 - MAYOR WRITE TO MAYOR St.= VOTED to instruct Mayor Marcham to write a letter to Mayor Smidt of the Village of Lansing and incorporate into it the conditions and recommendations upon which the Board agreed, concerning a proposed facilities study grant. Unanimously passed. After discussion of Mayor Smidt's letter concerning the interim plans for sewer service to the Pyramid Mall and additional sewer capacity that might be available to the Village of Lansing, it was moved by Trustee Randolph and seconded by Trustee • Philbrick: RESOLUTION 2502 - CUTTER TO MMYOr SMtUC VOTED to instruct Mayor Marcham to reply to Mayor Smidt that, prior to action by the Village of Cayuga Heights in this matter, the Board wishes to see the following conditions met: MINUTES of Regular Meeting - November 17, 1975 page 2 1. A contract for sewer service between the Village of Lansing and the Village of Cayuga Heights. 2. Installation of the proposed new sewer line on lower Remington Road by the Town of Lansing. 3• Correction of the infiltration into the sewer lines in the Village of Lansing. 4. Study by Engineer Rcgers to determine what reserve capacity should be re- tained in the lines that would serve possible development in the Savage Farm area, as well as the area adjacent to the proposed Pyramid Mall in the Village of Lansing. The letter to Mayor Smidt dealing with the in- stance of this and the preceding motion shall become a part of the minutes. Unanimously passed. The Board decided to hold a Special Meeting at 4:00 p.m. on Tuesday, December 2, 1975 in the Village Hall to set down items for negotiation in regard to the new contracts for sewer service to the Village of Lansing. Copies of the present contracts will be distributed to all Trustees for study. The Engineer was instructed to have a sketch of the lines showing where possible constrictions may be and other pertinent factors for examination by the Trustees. He was also asked to present a hydraulic plan for capacity in the areas under consideration. Trustee Allee reported on what the Committee decided concerning the definition of a water or-'sewer unit. A copy of his report will be attached to the minutes. Trustee Robinson was asked to report on the Tompkins County Youth Organization. She reported that no progress has been made. At present, there is no action required by the Board of Trustees. Mayor Marchem asked Deputy Mayor Rane F. Randolph to take over the meeting and left at 9:30 p.m. The report of the Fire Chief was noted and placed on file in the Village Office. Trustee Anderson made some comments concerning the Construction Code and was asked to have a talk with Fire Inspector Eugene Dymek and report back to the Board. There was a discussion concerning a trash pump and its use for the pumping of cellars by the Fire Dept. The Engineer will investigate the possibility of making available for use by the Fire Department a trash pump which is on hand in the Department of Public Works at present. Motion made by Trustee Pimentel and seconded by Trustee Robinson: RESOLUTION 2503 - FIRE CONTRACT AMOUNT NOTED to accept the calculations of the Treasurer and, upon approval by the Fire Council,that the sum of $19,650 shall be the amount to be used for the 1976 calendar Syear for Fire Protection for the Town of Ithaca. Unanimously passed. * � ae r . MINUTES of Regular Meeting - November 17, 1975 page 3 • Engineer John B. Rogers gave his report and it is on file in the Village Office. The Engineer, Police Chief, and the Public Works Committee have met with Mr.Yarnell concerning better relations between the Village and Cornell University, in particular the problems of traffic and parking on Pleasant Grove Road. More meetings are planned. A traffic count is in progress at the intersections of Hansbaw, North Triphammer, Klinewoods, Triphammer, and East Upland Roads. The Zoning Officer said that in regard to the request for permission by Mrs. Holdheim to start a language school with one teacher who did not reside in her resi- dence in the Village at 706 Cayuga Heights Road, it is not possible as the Zoning Ordinance is written, and she can appeal to the Zoning Board of Appeals. Police Chief Harlin R. McEwen gave his report and it is on file in the Village Offic. Motion made by Trustee Allee, seconded by Trustee Anderson: RESOLUTION 2504 - MERTON WALiENBECK VOTED to authorize the Mayor to reinstate Merton J. Wallenbeck as a part -time Police Officer effective December 31, 1975 and to notify the Tompkins County Personnel Department of this action. Unanimously passed. Motion made by Trustee Allee, seconded by Trustee Philbrick: 0 RESOLUTION ?505 - CETA TYPIST VOTED to authorize the Mayor to apply to the Tompkins Cou►ity Commissioner of Personnel for one CETA Typist position in the Police Department at the rate of ?.50 per hour for a 35 -hour work v*n ?k through the duration of the present CETA presgram until 6/3O/76; and further, if the funding is available, to authorize the Mayor and Police Cbier to interview and hire a person to fill this position. Unanimously passed. The Clerk gave her report and it is on file in the Village Office.
