REPORT OF MAYOR
10/20/75
I have received from Mrs. Allee, our representative on the County ad hoc Youth and
Recreational Services Committee, a preliminary report on a Countywide Youth Bureau
in Tompkins County. This document is offered as a subject for study and as a basis
for discussion between the Village and those who provided the report. It is avail-
able in the Village Office. The statistical studies which accompany the report
treat the Village not separately but as part of the Town of Ithaca. In the rating
of the 10 local municipalities which comprise Tompkins County, the Town of Ithaca is
usually near the bottom of the lists.
I have a ]etter from the Attorney General of the State concerning new provisions of
the Environmental Conservation Law which set up more stringent requirements concern-
ing actions by local government authorities that may have impact on the environment.
Within the next 3 months, the State Commissioner of Environmental Conservation will
adopt new regulations on the subject. The State Legislation puts upon all local
authorities the duty of using "all practicable means to realize the policies and
goals" of the act. Further, they are to hold public hearings if it is necessary to
adopt "additional procedures to implement this act." I am passing the letter to
the Attorney.
Immediately after our last meeting, I wrote to Mayor Smidt of the Village of Lansing
regarding the sewer contract issue and the question concerning a new section of
sewer main on Remington Road. He suggested, by phone, a meeting of the Engineers of
the two Villages and of the Town of Lansing on the adequacy of the existing main.
I have heard no more on the proposed new contract.
