HomeMy WebLinkAboutReport of the Engineer July 1975• VILLAGE 0? ^,AYUGA BEIMUA REPORT OIL' THE ENGINEER - July 1975 STORM WATER DRAINAGE On June 30th, one -half inch of rain fell in less than one -half hour, causing a drainage problem on the Smith property on Hanshaw Road. After inspection of the problem, Public Works personnel work force was directed to clean the shoulder and ditch line on Hillside Drive that led down into the runoff along Hanshaw Road. They were also instructed to install a larger catch basin to more effectively collect silt and stones on Hanshaw Road before the water crossed under Hanshaw Road onto the Smith property. This work has now been completed. On the weekend of July 12th, three inches of rain fell in less than two hours, causing additional storm water drainage problems on Berkshire Road, Cayuga Heights Road, Kline Road, Lower Remington Road, and also on Hanshaw Road near the Bruce property. Culverts were cleaned, ditches were cleaned, catch basins cleaned, and the replacement of a culvert under Hanshaw Road near the Bruce property was replaced with a large diameter pipe, all to corrPot the different drainage problems. STREETS Patching of the streets with hand- hosing of hot asphalt and stone has continued and 40 have about complete. With the help of part -time simmer labor, brush and plantings have been trimmed back on the road right of way to increase sight distances for traffic safety. Headwalls where streams cress under North Triphammer Road, originally constructed on a semi - temporary basis with cinder block, are now being replaced with poured concrete construction. SEWER LIMPS Sewer lines in the Town of Ithaca, ii-i the nrcco Lucente sub- 6.UiBion, were tested and found to be in good o_rerating condition and tight against infiltration. The 8 -inch sewer line in Sheldon Road is in the -process of being replaced. There is some infiltration of this line:, ann because the road ypovir_g has been dug up for the installation of the water line for tha Southern Cayuga Lake Intermunicipal Water system, it was decided that now was a good time to replace the sewer line. WATER LINES The installation of new grater lines for tre new Holton Point Water system have bees installed in most of the Tcad right of ways within the Village, except for the crossing of the water line In the southern part of the Village across Wyekdff Road, Highland Avenue, and Aorta. Sunset Drive. At present, the contractor is working on the installation of water lines across private property in the southern part of the • Village to connect existing Village crater lines to provide proper water pressure when the Village system is disconnected from the City system. REPORT OF THE ENGINERR - July 1975 (cont'd) Am The Engineer met with Mr. Courtney Crawford and discussed the location of the pro- perty line between his property and the road right of way on Triphammer Road where the installation of a sidewalk will be started this summer. His approval of the installation plan was obtained. It will mean the removal of some trees and grading with installation of curbing to provide some protection for pedestrians in this area. SUB - DIVISION A design for the sewer and potable water systems for the Schoenfeld development of Cambridge Place, previously accepted by the Poard of Trustees, was examined by the Engineer and found to be acceptable. SEWER PLANT On June 17th, an inspection by State officials for the State and Federal Governments at the Sewer Plant new additions and alterations wes cevr;.od out. The Mayor, the Engineer, Trustees Philbrick and Kiefer, and Chief Operator Gleason and three inspecting State engineers were present. :\ good report wn3 obtained for the opera- tion of the Plant, as it was then being operrited as a prLnary treatment plant. The inspectors recommended a continued emphasis on abatement of infiltration, the con- sideration of winterizing the chamber area to eliminate serious freezing problems and other minor items for the construction of the new plant. It is the reommenda- tion of the Engineer that the winterization of the grit chamber be referred to our consulting engineers for design and a Possible change and extra construction to be • included in the new sewer plant additions and alterations. REPORT OF THE ZONING OFFIC: -t - July 1975 The Zoning Board of Appeals met on June 30th, 1975 at 8:00 P.M. to hear the request for a variance from Mrs. Ei,�anor Jorden. Her request to cover more than 10 of the land area at her property at 333 North Sunset Drive was granted by the Board. The Zoning Board of Appeals will meet on July 28th to hear the request of Richard and Hannah Bradfield regarding size of lots on property off Triphammer Road near Sheldon Road, known as the Pine Hill lots. These lots were in existence and were indicated as building lots on maps dated prior to the existence of the Village ordinance re- quiring an average v.*idth of 125 feet and an average depth of 150 feet for building lots. The Kimball property at 106 Overlook Road has been inspected in answer to complaints of occupanev other than all:nied under the Village ordinance. The property is and will be occupied by one family on the upper level and one family plus two roomers on the lower level. This is permissible under the Village zoning ordinance in the residential area aml, thArefore, permissible in the multiple housing area in which the property is located. Upon the complaint of Mr. Kalter of Cayuga Heights Road, his neighbor was informed that a fence higher than four feet was not permissible within 15 feet of the side yard property line. Cooperation of the neighbor was obtained, and the fencing will be altered to make it emnly with the Village zoning ordinance. • During the past month, three zoning permits were issued for construction of addition and alteration to existing housing for an estimated construction'cost of $16,200. Also, two zoning permits were issued for construction of new houses for an estimated construction cost of $130,000.
