On May 21st, a meeting took plane at the Town of Ithaca Office to consider the future of County Sewer District No. 1. Present were Trustees Allee, Anderson, Kiefer, Engineer Rogers, and myself to represent the Village. We war? the largest contingent from among the municipalities. Walter Schwan spoke at length of the characteristics of the two systems: the District, subject to complete control of the Board of Representatives; and the Sewer Commission, not associated with County Government but con- trolled by the cooperating municipalities. We had assurance that it would be possible to retrace the steps taken to form the District and then to form a Commission. Political considerations had first place in the discussion. Some agreed that the Board of Representatives had given no evidence of political mani- pulation in its dealings with the Sewer District. Others resented a situ- ation in which the Board, never fully informed on all the issues involved. had total authority over those who directed the affairs of the District. SWalter Schwan and others who manage the District's affairs, agreed to prepare a more formal statement on the subject and submit it to the municipalities. I submit the following letter from Mrs. J.
