Hot asphalt emulsion is applied to streets where the wearing surfaces show cracks or deterioration. This is then covered with stones of a size that make it difficult for them to be picked up ty automobile tires. The result has been excellent in past years, using the particu- lar type of emulsion recommended by our supplier and recommended by our Public Works Superintendent after years of experience. Stripes across Pleasant Grove Road of this type of patching material will be placed in an effort to slow traffic as was suggested last Fall. The stripes across the road will be placed iri loca- tions suggested by the Police Chief as areas where he has the greatest problem with speeders. Upon the request of the Southern Cayuga Lake Intermunicipal Water Connission and Trustee Philbrick's recommendation, a change was made in the requirements for the backfilling of gravel in excavations for the Commission's water pipes placnd under the traveled asphalt surfaces of the Vi1-1age roads, eAcept where these pipes might cross those that carry heavy traffic. The type of backfilling agreed upon will be watched closely; and, if does p -rove satisfactory, may be helpfal in future specifications for road opening backfilla in the Village. SEATER LINES The heavy rains we bave had during the past couple of weeks have resulted in no • appreciable increase flow at the Village Treatment Plant. This is most encourag- ing as it indicates considerable progress has been made in solving the Village infiltration problem. A complaint has been received from Mr. James Tucker of Berkshire Road concerning the sewer line from Lansing that inns east of his house and the Village sewer main that runs south of his propet.ty. 'WNcn ha overflow of the Lansing line east of his house occurred, an inspection Nms .sada by the Village Engineer and the Town of Lansing was notified to repair the line end to do considerable rerouting, requiring the installatioe of two now arboles. This was accomplished in November of 1972; and, to our knowl.cege, has nob cuused any backup problems since that time. The Village sewer main to the south of Mr. 'Pucker's property became stopped two weeks ago. After about 10 boars of rodding with the sewer cleaner, Mr. Tyrrell of our Public Works Department broug t to the surface a two -quart plastic bottle that had been somehcra dimmed into cpir setter system. As an effort to ems-are tbat no csinti2.ar rsterial might block the sewer lines, each manhole upstream from the Tuc':er property vas inspected. There was no foreign debris in the manholes on this last inspection, although the men have found every- thing from tricycles to large rocl :s in these manholes that are out in the woods and fields. • Report of the Engineer - June 1975 SERAGE_.TREATMEhT PLANP We have been advised by 'rector- Dobbins that the operating and maintenance manual is in its third review by the Senior partners of our consulting firm. At the plant, the new sludge filter and drying apparatus has been put into operation. The operation of the trickling filters has been delayed by the repair and prcper sivclport of the large pipe that vras fractured when the pumps were originally started up a month or so ago. Word has been received from the Army Engineers that a complaint was received by them from Leonard Liberman that the new outfall pipe for the sewage treatment plant was surfacing near his harbor entrance, causing a navigational hazard. This is being investigated and further information will be available at the Village Beard meeting. Report of the Zoning Officer During the past month, no zoning permits were issued and only one road opening permit eras issued. An application for a zoning permit for an addition to an existing residence was denied because it would cover more than 12% of the land area. E zoning permit was received to change the use of the Mosher Grove Road from a doctor's office to a real estate and two apartments in the basement.
