HomeMy WebLinkAboutReport of the Mayor May 1975VILLAGE OF CAYUGA HEIGHTS SReport of the Mayor May 1975 Since our last regular meeting, I have given much of my time to questions con- cerning the actions of the Sewer Commission, County Sewer District No. 1. Following our Special Meeting of May 7th, there have been these actions. Repre- sentative Robert Brace presented a statement to the Tompkins County Board of Representatives and developed the argument we had used in support of delaying action on the so- called "validating legislation ". The Board delayed action at its meeting on May 12, 1975. County Planning Officer Liguori, on May 15th, wrote to the Chairman of the Board saying that the Sewer Commissioners thought there was much misunderstanding of the intent of the Commission supporting the validating legislation. He asked -that the matter "not'be pursued at this time until there has been an opportunity for a joint meeting of the Commissioners and the legislative bodies of the participating municipalities." No one has called a meeting. Gordon Wheeler reports a meeting of the Sewer Commissioners on May 13. The Com- mission discussed many of the matters referred to above; and, in addition, con- sidered the possibility of examining once more the merits of dealing with the question of intermunicipal cooperation on Sewer service through an authority not subject to direction by the Board of Representatives. as we do in planning for water service. Gordon Wheeler has written to me on this subject at length. His memorandum is in the Village Office on file. • Trustee Allee called today to say that he has discussed with Mr. Courtney Crawford the possibility of providing a paved walk on the west side of Triphammer Road A n the area between Iroquois Road and White Park Road. He suggests that the Lugineer explore the matter with Mr. Crawford. I received, on May 16th, from the U.S. Environmental Protection Agency, notice of ReImbursement to Municipalities saying that our rate of re- imbursement,in con - neation with the Sower Plant, has been increased from 50% tolm. &8;7 76 I have a letter from Mr. Edward Foss, Village of Lansing Trustee, as follows: 142 Brook Way Ithaca NY 14850 April 30, 1975 M_ ^. Marcham, Mayor Village of Cayuga Heights 836 Hanshaw Road Ithaca NY 14850 Dear Mayor Marcham: This letter relates to a conversation I believe you had with Mayor Seymour Smidt regarding possible assistance to the Village of Lansing in highway maintenance. I have also had opportunity on two previous occasions to discuss this subject a bit with both Dr. Dave Allee and Jack Rogers. I•t was Jack and Dave's thoughts that while the Village of Cayuga Heights' snow ramoval equipment and manpower should not be extended on an additional assignment, other tasks might be feasible. (ccnt'd on page 2) I page Report of the Mayor - May 1975 • We would be interested in possible contracts or agreement with respect to: I. Ditch and culvert maintenance. 2. Mowing of grass and weeds. 3. Road patching. I should stale that at this point in time we are continuing to explore potentials; however, we plan to make our decisions during the next three weeks, and thus look forward to exploring the above potential with you and your staff early in May. Foss (Village Trustee) • With others, I took part in a meeting at Cunset Park last Wednesday at noon, to consider the order of priorities in carrying out the restoration of the park. I have received a letter from Mr. Har:.y Kerr, County Board of Representatives, who has written in behalf of the County Environmental Management Council. The Council serves as an advisory body to the Board of Representatives. Mr. Kerr set out at length the consitn.tion of the Council and its duties, with special viri,t:asis on the responaibi.lities of the members of the Council. The letter is on file in the Office. Mr. Sovocool reports that the future local ordinances must be enacted in local laws. He suggests that we might, "consider recodifj+i.ng all Village Ordinances " and "passing them all as Local Law No. 1 1975 ". This would, I assume, call for a prel.i.mi.nary public hearing. We should, in consequence, consider a public hearing for this purpose during the Summer. 40
