Marcham DATE: December 16, 1974 Members of the Board of Trustees Village of Cayuga Heights SUBJECT: Report of the Police Chief for November, 1974 The Police Department handled 64 complaints and investigated 9 motor vehicle accidents. There were 86 traffic tickets and 137 parking tickets issued during the month. There were three felony complaints during the month, two of which.were residential burglaries and one was for criminal possession of stolen property. We anticipate increased problems with thefts and burglaries as unemployment and the economic situation worsens. The part -time officers worked a total of 109 hours during the month and the full -time officers worked 23 hours overtime. Patrolman Kenneth W. Lansing commenced his duties on November 24, 19742 and will be working with another officer for the next two months during training. Two letters are attached which have been received by Mayor Marcham request- ing the Village take some action concerning the intersection of E. Upland Road and Triphammer Road. A motor vehicle accident which occurred on November 18, 1974, and previous accidents prompted these letters. A review of accident records shows that there have been 20 motor vehicle accidents at that location in the past five years, which is more than at any other intersection in the Village. After discussion with the Public Safety Committee concerning this matter, I recommend the following action be taken: 1. Immediate steps be taken to adopt a no parking zone on both sides of Triphammer Road north and south of E. Upland Road for 100 feet. I offer the following resolution in this regard: "VOTED to authorize a Public Hearing at 7 :00 p.m., January 20, rig 1974, to consider an amendment to the Traffic Ordinance, Article IV, Section 7, to establish a NO PARKING ZONE on the east and west sides of Triphammer Road for 100 feet north and 100 feet south of East Upland Road." 2. That the Village Engineer be directed to study the slope of the approach to Triphammer Road from the west on East Upland Road and make a recommendation for an improvement to the approach. 3. That the Village Zoning Officer be directed to try and get the cooperation of the property owner at 820 Triphammer Road in • trimming the shrubbery in front of that property which obstructs the view of motorists. If this cooperation is not obtained, the Zoning Officer should be directed to proceed with legal action against the property owner, with the guidance of the Village Attorney, for a violation of Zoning Ordinance Section 16. -z- A study has been made by the Police Chief and the Public Safety Committee concerning the recent amendments to the Federal Fair Labor Standards Act which are applicable to police officers effective January 1, 1975. As a result of this study, proposed amendments have been made to the Village Personnel Handbook concerning provisions relating to the federal regulations as well as minor changes to the present hand- book. The proposed amendments have been reviewed by the Village Attorney and the Public Safety Committee and the following resolution is offered for your consideration: "VOTED to adopt new rules for the Police Department concerning work schedules, regular and overtime compensation, leave time and other fringe benefits.
