MINUTES of a Special Meeting of the Board of Trustees held at 4:00 p.m. on
November 7, 1974 in the Village Hall.
PRESENT: Mayor F. G. Marcham; Trustees David J. Allee, Ronald E. Anderson,
Verne A. Fogg; Dooley S. Kiefer (5:20 p.m.), Shailer S. Philbrick, Rene F.
Randolph; Treasurer Gordon B. Wheeler; Engineer John B. Rogers.
ClTHERS PRESENT: Rick Jensen of the Ithaca Journal.
The Mayor stated that Trustee Kiefer had another appointment and could not
attend. She bad left detailed comments on the matters concerning the Inter -
municipal Water Program, as discussed at the last Special Meeting.
The Mayor read extensive segments from her statement to illustrate the range
of'tbe comment, which dealt with all aspects of the recommendations made by
the Commission and found them to be defective either in terms of fact or policy.
Trustee Kiefer's statement is on file in the Village Office.
The Trustees discussed the statement and agreed that they should acknowledge
receipt of it and thank Trustee Kiefer for the thoroughness with which she
had analyzed and discussed the program.
They decided that the care with which the Commissioners had studied the matter
and their concern for the interests of the Village and the cooperating muni-
cipalities justified the Village Board in reaffirming their ratification of
previous actions in support of the Commission.
The Board discussed the contents of a letter by the Mayor to be sent to all
Villagers. They said that in addition to stating the cost of the average
water use unit and the reasons that had led them and the Commissioners to
adopt the new program, he should tell Villages that they might challenge this
decision thrhough a permissive referendum.
The Board discussed the plan to build the road from Route 34 to the site of
the lakeside plant. The Engineer reported on his inspection of the proposed
road site and explained what it would mean to involve the Village work force
in such an undertaking. He listed his own program for using men and equip-
ment on work within the Village. After much discussion, the Board accepted
the contractual duty of the Village to share in building the road.
Motion made by Trustee Fogg and seconded by Trustee Anderson.

• RESOLUTION 2357 - COOPERATE IN ROAD WORK
VOTED RESOLVED to authorize the Village Engineer in cooperation with the Mayor
to use manpower, equipment, and materials in building the road to Bolton Point
on the following conditions; that the cost to the Village shall not exceed
$46,000; that the Engineer and Mayor shall determine whether and to what
degree to use the Village work force and equipment, or to hire men and equip-
ment; that the cost to the Village shall include the cost of materials; that
the collaborating municipalities shall bear their allotted proportion of
the total cost; and that the cost to the Village shall be met by money advances ",
from the sewer fund.
Trustee Kiefer voted NO on this motion.
Meeting adjourned at 6:05 p.m.
