Report of Zoning Officer
November 1974
During the past month, one zoning permit was issued for construction of a new
residence for an estimated cost of $55,000.
Zoning Board of Appeals met with Dr. Patrick to discuss restrictions placed upon
him in their issuance of a variance for a permit for the use of his property at
the corner of Pleasant Grove and Hanshaw Roads. The question of traffic in
r elation to his parking lot was referred to the Village Engineer and the Village
Chief or Police.

Delivery of materials still holds up the final completion of the plant. The
Contractor has now received a delivery date of mid- January for the needed material.
A request for an extension of time has been filed frith our consulting engineers
and is being investigated by them as to its justification in accordance with the
contract.documents.
At the request of our pler_t operator, Mr. Gary Gleason, and after discussion with
our consulting engineers and the Village Engineer, a request for an estimate for
the cost of supplying a scum tank installation at the new plant was presented to
our contractor, Stewart; and Bennett. The cost for providing such a scum tank,
as bid as an extra by Stewart and Bennett is: labor - $1,973; material - $3,215;
total - $5,188. It is recommended by the Engineer that this change and extra be
authorized.
It is recommended also by the Engineer that the changes and extras listed by the
Clerk in her report be authorized by the Board.

Report of the Engineer

pge 2
We have received word from the County Resident Engineer of the Department of
Transportation, Mr. Shannon, that the driveway construction for the new plant
was not put in correctly by our contractor. Our consulting engineer was notified
of this, and our contractor is on notice that the work must be corrected. Our
contract documents call for the contractor to negotiate with and meet all the
requirements of the New York State Department of Transportation in the installs -
tion of these driveways within the State right of way.
We also have been notified that Mr. Leonard Liberman has written to our contractor
stating that the work the contractor did on his adjoining driveway at the north
entrance to the sewer plant was not done according to his instructions. This
matter also was referred to our consulting engineers, Teetor - Dobbins.
REFUSE COLLECTION
Although there has been notification on radio and newspaper that, due to certain
holidays, our refuse collection would be delayed by a day or not delayed because
we did not observe a holiday, there still is confusion with the announcements in
the paper and over the radio by the City of Ithaca concerning their trash collec-
tion. It is the recommendation of the Engineer that the Board authorize the
Village trash collection crew to operate with the seine holidays as the City of
Ithaca in relation to postponed pickups. This does not necessarily mean we would
have to change our vacation days for the other work crew; and if it were necessary
• for a refuse collection crew to work on a day when the rest of the Village would
have a holiday, they would get equivalent time off at another acceptable time.
The Engineer and the Public Works Foreman have met with the Engineer of the Town
of Ithaca to discuss the installation of the Bolton Point road. Some of our
workmen have already put in some time in cleaning and grubbing the water treatment
plant site, and we are on call for the work as planned for by the Town of Ithaca
Engineer.
STREETS
The rain early in the week caused collapse of the retaining wall on the Blomquist
property on Iroquois Road. Rockfill will be placed in the area this week to
support the remaining wall and also the land in the area where the wall collapsed.
This provides support for Iroquois Road.
ADDITION TO VILLAGE STORAGE BUILDING
A bid has been received to provide the additional six hundred square feet of
storage for a price of $2,390. This provides all materials and labor for this
work except for the concrete floor and the insulation which will be installed by
the Village work force.
VILLAGE HALL
• There is no insulation in the roof of the Village Hall. It is the recommendation
of the Engineer that insulation be purchased and installed by our work force.
