Narcham, Mayor DOTE: November 18, 1974 Members of the Board of Trustees Village of Cayuga Heights bUL'JECT: Report of the Police Chief for October 1974 The Police Department handled 75 complaints and investigated 10 motor vehicle accidents. There were 86 traffic tickets and 80 parking tickets issued during the month. There were no felonies reported during the month and 19 misdemeanor complaints. We are continuing to have a considerable problem with criminal mischief in the Village, and 10 of the misdemeanor complaints were for this offense. 'pia part -time officers worked a total of 164 hours during the month and the full -time officers worked 81 hours overtime. Patrolman Mark N. Vann will complete his 10 week basic police recruit school on Friday, November 22, 1974. The Police Chief and the Public Safety Committee recommends that he be given a permanent appointment effective November 23, 1.974 with a $200 raise as provided in the budget. It is requested that the Ofollowing resolution be passed providing for this: "VOTED to authorize the Mayor to give a permanent appointment to Patrolman Mark N. Vann following his successful completion of the basic police recruit school on November 22, 1974 and to raise his annual salary to $8,338, both to become effective November 23, 1974." The Police Chief has inveao:Lgated the proposal for No Parking Zones in the area of the com=ercial district and after discussion with the Public Safety Committee offers the following resolution to replace Resolution 2344 on October 21, 1974: "VOTED to rescind Resolution 2344 dated October 21, 1974 and to authorize a Public Hearing at 7 fiO P.M., December 16, 1974 to consider an amendment to the Traffic Ordinance, Article IV, Section 7, to establish a NO PARKII1'G ZONE on Renshaw Road and Pleasant Grove Road in the commercial district and adjacent residential district." The Public Safety Committee in its meeting November 14, 1974 agreed to recommend the yment of a bill. 0: $1970.33 to Auto Body Works for the repairs to Police Car 124. They further asked the Police Chief to request the Village Attorney to discuss the matter further with Travelers Insurance Company so that an eventual settlement will be made with the Village for the repairs and loss of use. The Police Car was put back in service November 15, 1974 and was released to the Village by Auto Body Works on the condition the bill be paid by the • Village on November 19, 1974. The damage to the car was done on September 11, 1974. ft -2- • Proposed U.S. Department of labor Rules on overtime wages effecting the Police Department which will become effective January 1, 1975 are being studied by the Police Chief and the Public Safety Committee. A change in our policy concerning police overtime and records will probably be necessary and a recommendation will be made to the Board of Trustees possibly at the December Board meeting. A brief report of the summer Youth Program and the Sunset Park Project will be distributed at the November Village Board meeting. Certificates of Appreciation have been prepared and will be issued to the youth who participated in the Sunset Park Project. At the direction of the Public Safety Committee, I have discussed with the Village Engineer the matter of a parking area and entrance /exit in connection with the offices of Dr. Patrick. The Engineer will contact Mr. Patrick further on the matter and a recommendation will then be made to the Zoning Board of Appeals for inclusion in a zoning variance ordered by the Supreme Court.
