Minutes 11/18/19740 u VILLAGE OF CAYUGA HEIGHTS 836 Hansbaw Road MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held November 18, 1974 at 7 :30 p.m. in the Village Hall. PRESENT: Mayor F. G. Marcham; Trustees David J. Allee, Ronald E. Anderson, Dooley S. Kiefer, Rane F. Randolph; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovocool; Engineer /Zoning Officer John B. Rogers; Police Chief Harlin R. McEwen; Fire Chief Lowell T. George. ABSENT: Trustees Verne A. Fogg and Shailer S. Philbrick OTHERS PRESENT: Ithaca Journal Representative Rick Jensen; Walter Wiggins, Attorney for Ceracche TV Cable; Professors Gates and Lynn. Mayor F. G. Marcham called upon Mr. Wiggins who gave out literature to the Board which presented facts and figures to show why an increase in the rate for TV cable service is being sought. Trustee Randolph absented himself before Mr. Wiggin's presentation because his accounting firm handles the accounts of Mr. Ceracche. The increase asked for is as follows: Monthly Service Charge Present Proposed First installation $5.00 $6.00 Each additional installation .50 1.00 The request represents a 20%i increase in price. Professor Walter R. Lynn, 102 Iroquois Place, spoke concerning the letter Mayor Marcham sent to Villagers recently on the subject of the increased cost of the Intermunicipal Water Program. His concern is expressed in a letter filed in the Village Office. In general, he complained that the information provided did not satisfy him on vital questions concerning the engineering program and the financing. The Mayor and Trustees answered his questions, but without changing his attitude. The discussion ended at 8:2C p.m., when he and Mr. Gates left. Motion made by Trustee Kiefer and seconded by Trustee Anderson: RESOLUTION 2357 - AMEND MINUTES AND APPROVE VOTED to approve the minutes of the regular meeting of October 21, 1974 with the following amendment: after Resolution 2343, add that Trustee Kiefer raised the question as to whether Cornell University had applied for a permit to build the tennis court on Pleasant Grove Road; and to approve those of the Special Meetings held 10/30/74 and 11 /7/74. Motion made by Trustee Randolph and seconded by Trustee Allee: VOTED to approve the Abstract of Audited Vouchers dated 11 /18/74 in the following amounts: General Fund - $10,598.23; Sewer Fund - $9,349.80; Federal Revenue Sharing Fund - $34.64; Capital Fund - $58054.51. Y MINUTES of Regular Meeting of 11/18/74 page 2 0 Engineer John B. Rogers gave his report and it is on file in the Village Office. After discussion regarding parking at 1001 Hanshaw Road, a dentist office of Dr. Patrick, it was decided to wait until Spring and observe if a traffic hazard exists. Moved by Trustee Randolph, seconded by Trustee Anderson: RESOLUTION 2358 - PUBLIC HEARING - NO PARKING ZONE VOTED to rescind Resolution 2344 dated 10/21/74 and to authorize the Clerk to advertise for a Public Hearing to be held at 7 :30 p.m. December 16, 1974 in the Village Hall to consider an amendment to Article IV, Traffic Ordinance, Section 7, to establish a NO PARKING ZONE on Renshaw and Pleasant Grove Roads in the Commercial District and adjacent Residential District. Mayor Marcham turned the meeting over to Deputy Mayor Bane F. Randolph at 9:10 p.m. Zoning Officer Rogers informed Trustee Kiefer that he had contacted Cornell University to inform them a permit was necessary for the tennis courts but had received no answer. In the Report of the Engineer, it was recommended that a change and extra for • $5,188 be authorized for the sewer plant expansion program. It is now recom- mended that we wait until the Consulting Engineers obtain a more specific breakdovm of the costs. Moved by Trustee Anderson, seconded by Trustee Allee: RESOID2TON 2359 - APPROVE CHANGE ORDERS 5 thru 9 VOTED to approve Charge Orders 5 thru 9 as presented by Stewart and Bennett, contractors as follows: (copy in Clerk's report) Mayor Marcham is authorized to sign these orders. it ** Motion made by Trustee Allee, seconded by Trustee Anderson: RESOLUTION 2360 - HOLIDAYS FOR REFUSE CREW VOTED to authorize the refuse collection crew to operate the collection of refuse on the same schedule as the City of Ithaca. The details to be worked out by the Engineer and Public Works Committee. 40 I . MINUTES of Regular Meeting of November 18, 1974 page 3 Moved by Trustee Allee, seconded by Trustee Anderson: RESOLUTION 2361 - EXTEND POLE BARN VOTED to authorize Mayor Marcham to sign a contract with Agway for the erection of an addition of 600 sq. ft. to the present pole barn for the price of $2,390. This price includes all material and labor except for the concrete floor and insulation, which will be installed by the Village work force. * * i2 The Engineer has measured the attic in the Village Hall building and suggests that insulation be placed there at a possible cost of $150. It was agreed that this should be done. Trustee Kiefer asked the Zoning Officer if there had been any action on the antenna pole of Mr. Sprole. She was informed that the process has been started. Trustee Kiefer then asked what the procedure for a hearing by the Zoning Hoard of Appeals was and if interested people were informed. She was informed of the legal procedure. Trustee Allee, as Chairman of the Public Works Committee, mentioned the topics his committee is involved with, such as the traffic circle, sidewalk on Pleasant Grove Road, mass transit, etc. He is open for suggestions as to priority on any of these. Police Chief Harlin R. McEwen gave his report and it is on file in the Village Office. Moved by Trustee Anderson, seconded by Trustee Allee: RESOLUTION 2362 - OMICER VANN - PERMANENT VOTED to authorize the Mayor to appoint Mark N. Vann to a permanent appointment as Police Officer effective November 23, 1974 at an annual salary of $8,338. Police Chief reported that the signs needed for the NO PARKING ZONE would cost perhaps $300. He is continuing to find a source that might be less costly. The posts for the signs are in stock at the Village Garage. The Police Chief spoke of setting a charge for pictures of accidents, etc., but it was tabled until next meeting. 0 MINUTES of a Regular Meeting on November 18, 1974 page 4 Trustee Kiefer asked if the strips were applied to Pleasant Grove Road. Police Chief McLwen is pursuing the legality of this matter and there are signs to be bought. The Clem gave her report and it is on file in the Village Office. Moved by Trustee Allee, seconded by Trustee Kiefer: RESOLUTION 2363 - PURCHASE ENVELOPES VOTED to authorize the purchase of 1000 government printed 10¢ stamped envelopes for the Village Justice in the amount of $113.50. iF �f- dE Trustee Kiefer asked the status of the new Solicitors ordinance, to which Police Chief answered that the final draft was not ready due to lack of time. There was a discussion on the inclusion of telephone call soliciting in this ordinance. Attorney Sovoccol suggested the Village not include it in the draft.
