HomeMy WebLinkAboutReport of the Engineer Oct 1974• VILLAGE OF CAYUGA HEIGHTS REPORT OF THE ENGINEER October 1974 SEWAGE TRATMENT PLANT On October 25th, our present contract for the operation and maintenance of the sewage tr- =L•ment plant with Mr. Gary Gleason will have been completed for the pir.lod of one year and will be terminated. The proposal from tor. Gleason for hin continuing operation of the plant on a contract basis for an interim period iritil a new contract can be signed will be available for the Board meeting on October 21st. It is my understanding that there will be only minor changes in Mr. Gleason's proposal from the present contract. If this is so and if there are no legal problems in doing so, I recommend that we accept his proposal and that the Village Attorney be authorized to draw a contract for the operation of the plant until such time as the new plant shall be put into operation. At this time, a new contract should be drawn which would reflect the increase in the manpower required to operate the new plant. REPLACEMENT OF RETAINING [TALL ON IROVOIS ROAD A fifty -year old retaining wall which supports the sidewalk and road on Iroquois Road in front of the Blomquist residence is badly in reed of repair. It is my opinion that this can be most economically accomplished by the replacement of • this concrete wall with treated railroad ties in a retaining wall and in a slightly different location. All excavation and other backhoe work would be done by the Village work force, but the construction of the retaining wall would be let out on a contract basis. This job has come before the Board for the past two years. The present rate of deterioration of the existing wall indicates the work should be done as soon as possible. I recommend the Board authorize the Village Clerk to advertise for bids for the supply and construc- tion of a railroad -tie wall to specifications prepared by the Village Engineer. Bids to be submitted on a ner -tie basis. srir,M L -11MIS The replacement of the sewer line in back of the properties on Forest Drive has been completed e. -cept for final grading and reseeding. In one area, final grading is most difficult and may have to wait until an extended dry period, as there is a stream in the area and this area is very wet. At present, under contract services, :,ork on the To-en of Ithaca's sewer lines is being carried out under our direction. All costs of this work are to be borne by the Town of Ithaca. 40 • REPORT OF THE ENGINEER (cont'd) It is the recommendation of the Engineer that a carpenter familiar with the construction of pole barns be hired on an hourly basis to work with the Village forces in the eatr_nsion of the Village garage and storage buildings to the West a distance of ten feet. This would give us an added 600 square feet for garaging and storage. `';P.RELT.S The Cornell University Civil Engineering School has been approached and has indicated willingness to use our traffic problem at Hanshaw and North Trip- hammer as a project for traffic engineering students. The shoulders for the full length of Pleasant Grove Road within the Village have been graded and an oil and gravel shoulder mix has been applied to the shoulder where needed. The Engineer is working on a proposal for solving the problem of pedestrian traffic along this road. PUBLIC WORKS COM14ITTEr The Engineer has met with the Trustees Public Works Ccmmittee and, at the sug- gestion of its Chairman, Trustee Allee, the Engineer will report for the Public Works Committee in this report. At the Public Works Committee meeting on Monday, October 14th, approval of the extension of the Iroquois Road retaining . wanwas expressed as well as approval of construction. After extended discussion, they came up with a proposed study for Village parks, a copy of which is enclosed with this report. REPORT OF THE ZOhING OFFICER October 1974 This past month, one zoning permit was issued to Mr. Brutsaert for additions and alterations amounting to approximately $2,500. In compliance with a court order, Mr. Patrick has met with the Zoning Board of Appeals to establish their restrictions on the variance to be granted him for his dentist office on the corner of Hanshaw and Pleasant Grove Roads. The Zoning Officer has not as yet received the report of the ZBA on this matter. •
