S MINUTES of a Public Hearing held at 7 :00 p.m. October 21, 1974 in the Village
Hall to conr>i.der amendments to the Dog Ordinance.

Mayor Marchsm opened the meeting by reading the duly published notice of the
hearing and esclained the changes proposed to be made. The Commissioner, of the
Department of Agriculture and Markets requests our contract with the SPCA be for
a 3. year period with a clause which allows it to be cancelled with a 30 -day
notice to either party.
No opposition to the changes was expressed.

Heights held October 21, 1974 at 7:30 p:st. in the Village Hall.

minutes of a special meeting held September 26, 1974.
Moved by Trustee Fogg and seconded by Trustee Randolph to approve the Abstract of
Audited Vouchers dated October 21, 1974. VOTED to approve Abstract of Audited
Vouchers in the folloui::g waounts: l:eneral Fund - $29,420.50; Sewer Fund -
$16,413.07; Mij:,nllareous - $184.40; Federal Revenue Sharing Fund - $1,025.00;
Capital Fund - $13,755.00. These amounts include the two bills approved later
in the meeting by Resolution 2353.
Trustee Fogg requested the Engineer and Treasurer to give a report of the monies
expended for sewer line repair at the next meeting.
• Mayor Marcham gave his report and it is on file in the Village Office. Corres-
pondence was read from Mra. Teoman Pekoz of 501 The Parkway regarding refuse
pickup days and holidays. After discussion, it was decided that the Village will
observe Veterans' Day on October 28th this year. The Clerk was instructed to
notify the news media and radio stations.

Mayor Marcham reported on a letter received today from the NYS Department of
. Environmental Conservation informing us that the USEPA, Region II Grants Adminis-
tration Branch will begin payments for construction grants project eligible for
reimbursements under Section 206(a) of the Federal Water Pollution Control Act
Amen&nenta oP 1972 (Public Law 92 -500) after receipt of certified copies of
either the final estimate of work -in -place or the latest estimate for all eligi-
ble construction contract. This must be in their office by October 31, 1974.
Mayor Marcham said he had called Mr. Wylen of Teetor - Dobbins, Consulting Engrs.
on the Se:•rer Expansion Program; and he will carry out the instructions in the
lct;ter.
After a discussion concerning the plaque to be reinstalled in Sunset Park, the
Mayor is to proceed in his negotiations with Mrs.-Bishop, who proposed buying a
new plzgne.
TreacurerWheeler said he had nothing to report.
Fire Chief Lo:•rell T. George gave his report and it is on file in the Village Office.

with his tirri•tten report. After maet :iug with the Fire Council, he asked authority
to negotiate to sell original 1954 Pumper Engine No. 3 to Etna.

The contract with Gleason for the operation of the Wastewater Treatment Plant
expires October 125; �� ?;' %�. %•t :•. Glereon, in a letter, recommends that the present

determine prior to the L 2/25/74 date haw to handle future operation by letting

VOTED to grant an extension of two months for the present contract with Gary
Gleason for the operation and maintenance of the Village Sewage Treatment Plant
at the rate of $332000 annually, payable in monthly installments of $2,750 each.
The rate to be increased by 10% on December 25, 1974 and continued until the
tertiary treatment process is in operation.

Attorney Sovocool was instructed tc via his opinion,prior to the next meeting,
• on whether the Village must put out for bids the operation and maintenance of the
treatment plant, since it is a public service.
Truster Failbrick asked the Engineer if work had begun on the cost estimate and
preliminary plans to raise Pleasant Grove Road. The answer was "yes ".
Motioned by Trustee Philbrick and seconded by Trustee Fogg:

VOTED to authorize the Engineer to hire a carpenter familiar with the construction
of pole barns on an hourly basis to work with Village workmen to extend the present.

As to the settl(m:errb tri +.a the Travelers Insurance Company on the "loss of use" of
the damaged patrol qtr, the Attorney is pressing for action; but no conclusion
has been reached.
Attorney Sovocool advised the Board of the requested easements for the water line
to be used by the Southern Cayuga bake Intermunicipal Water Commission and sug-
gested this commibsioa alioc.lci be regarded the same as any utility service estab-
lishment. He will negotin(ae some changes in the wording and report back to the
Board.

VOTk',D to authorize a Public Iiearing at 7:00 p.m. November 18, 1974 to consider a
NO WRUNG Zone in the Commercial District in the Village of Cayuga Heights.
Moved by Trustee Randolph and seconded by Trustee Fogg:
RESOLUTION 2345 - DOG ORDIXA110E AMENDED
VOTED to advertise the Dog Ordinance, as presented to the public and as amended
at the suggestion of Attorney Sovocool and attached herewith.
Mayor Marcham stated that the Commission concerning the intermunicipal water
program will, within a week, outline t'ra av!niral course of action it recommends
concerning tho :future c:, the program. If it favors going forward, it will give
a statement of the costs likely to accrue for the Village on the basis of finan-
cial plunnin„ recommended by the Co wUssion. TU•a Statement of Costs to be on
capital and ope.:aticnal clots so the VILJage may relate to Villagers the costs
expected annnalTy to each household.
Mayor Marcham turned the meeting over to lleputy Mayor Randolph and left at 9:20 p.m.
Police Chief McEwen gave his report and it is on file in the Village Office.

entrance tc the Village and install more speed limit signs at the same area as a
means of drawing athention to the fact that there is a change to 30 miles an hour
within the limits of the Village.
The Police Chief was instructed to give a progress report on the success of the
stripa and signs placed on Pleasant Grove Road each month for the next two months.

VOTED to au'horize the Mayor to execute the necessary documents with the Tompkins

Wallenbeck from January 1, 1975 through December 31, 1975•

Vill.ge fiscal year, May 31, 1975.
The Public Works Committee is requested to study and report back on the problem
pertaining to a tank for storage of unleaded gas, as presented in the Police
Chief's report.

report.

VOTED to accept and make part of the record the Report of Examination by the

report having been circulated among the Trustees.

RESOLWION 2352 - PARKS, BEAUTIFICATION & TREE MANAGRAM
The Village of Cayuga HeiEnts is endowed with a number of Village -owned open
areas ranging from small, wide places in road rights -of -ways to Sunset Park.
Also, the Village enjoys the esthetic advantages of the lawns and woods, tended
flower beds, and wild ple:v_s of its Villagers. The Village -owned spaces are now
maiLt ^ir.•.ed in a manner such that they do not detract from the neighboring private
lanA. Kowevcr, Air. Board notes with approval that when Villagers join together
to improve these spaces, particularly when youths are involved, that an important,
incargible value is added by the shared experience.
Therefore, it is the policy of this Board to encourage voluntary, neighborhood
i.urpro -cment of these public spaces and
Whereas, in its next annual budget, the Board of Trustees will consider a fund
for parks, beautification, and tree management, and
Whereas, the Mayor shall appoint an advisory committee to recommend directly to
the Bawd or thracgh a committee of the Board, as the Mayor may determine, on the
proper e;:pe:Ai *,ure of these funds. Likewise, the committee shall advice on plans
to be carries, nit by Village volunteers, including adequately supervised youth
groups. 'T:i,:rr gaida'lines approved by the Faard, which give due consideration to
liability an", ciher .relevant matters, the advisory committee shall assist in the
implcmeutasion of such plans. The advisory committee will be expected to seek the
counsel oi' those neighboring these public spaces and other Villagers with special
talents and interests.

who are newcomers to the Vi'l'lage. The new customer listing received from the
NYSEb<', shall b:-- used from .Pane 1974 until January 1975 as a- start. Mayor Marcham
is instri:cted to wrrlte to Nu. Carrigg that the Village is grateful for use of
these listinGs.
Trustee Kiefer deferred .a discussion of support for County legislation on beverage
container deposits until later due to the lateness of the hour.
Trustee IUefer presented a substitute for Resolution 2268 - Youth Program which
was aionted at the meeting of June 17, 1974. After discussion, a motion was made
by Trustee Kiefer and seconded by Trustee Allee for its adoption. Upon a vote of
two "Ayes" and three "Nays ", it was not adopted.

WEED to approve a 24,241.38 payment to Stewart and Bennett, Inc. from the

from the Genczal Punt.
