HomeMy WebLinkAboutReport of the Engineer Aug 1974VILLAGE OF CAYUGA HEIGHTS REPORT OF ENGINEER AUGUST 1974 SFW�.�'R LINES An eight -inch sewer line stub off Highland Road which ran under a stream bed was replaced as it was found to be leaking badly in many places. The work was accom- plished through teamwork with contract forces and Village forces. Additional sewer leaks were found in the Town of Lansing. After consulting with the Town of Lansing officials, Finger Lakes Construction Company was moved in with the help of some Village personnel to correct the sewer line leaks and leaking manholes. The cost will be charged to the Town of Lansing. Additional testing is being carried out by Mr. Tom Hierl, a graduate engineer who is on our temporary payroll. He will complete his testing and submit his report by the end of August. SMIAGE TREATMENT PLANT ALTERATIONS AND ADDITIONS SWork is underway on the outfall structure to eliminate air in the outfall line. A temporary road has been constructed on the railroad right of way to gain access to the area where the outfall structure is being built. The contractor is using temporary right of way on the lands of Mr. Lieberman at his Marina site. This was the right of way that the Village received through condemnation proceedings. At this point, things seem to be going smoothly with Mr. Lieberman; and it has not been necessary to drive steel piling to protect the railroad or to keep the lake water from getting into the construction area. It is hoped that the total cost of the outfall structure will b e less than the top amount quoted by the contractor. Our contractor, Stewart and Bennett, is still being held up by delivery of material which had been ordered in adequate time and for which they had received promised delivery dates. The three most prominent things are pump, motors, and drive chains. Because of these non - deliveries, the contractor must ask for an extension of time to complete the contract. Our engineers, Teetor- Dobbins,will recommend that an extension of time be granted. Our old sewage treatment plant has never had lightning protectors, and we have never had trouble from a lightning storm. But, as an added precaution, lightning protection system is recommended rt a cost of $1700 as an extra to our electrical contractor. Plans are available for the review by the Board. The two main parts of the plant to be protected are the sludge- monitoring buildings and the digestive tank. The digestive tanks cause a large amount of methane gas. If it were hit • by lightning, this gas could explode. The elimination of lightning hazard for the relatively small additional cost to the contract seems to be well justified and is recommended by the Village Engineer. page 2 Engineer's Report - August 1974 SEWAGE TREATMENT PLANT ALTERATIONS AND ADDITIONS (cont'd) In tying -in a new portion of roof into an existing roof at the plant, it was found that water had damaged the existing roof because of a leak. Our engineers, Teetor - Dobbins, are negotiating with the contractor for a unit price bid for correction of the damage which was not in the contract. They are also negotiating a unit price for a paving extra to cover the cost of paving extra areas that were not in the contract but would greatly add to the esthetics of the completed job if a final topping to existing paving were included. Because there was considerable delay in the Village Board's final authorization to our consulting engineers to provide the operating and maintenance manual, it has been impossible for our consulting engineers to provide the operating and maintenance manual by the August 15th date included in Resolution 2265. It is therefore recommended that Resolution 2265 be amended to include a statement that the O&M manual will be prepared in accordance with New York State Department of Environmental Conservation memorandum and "all other New York State and Federal requirements in connection with the Preparation of Waste Treatment Plant Operation and Maintenance manuals" and to provide......... It is further recommended that Resolution 2265 be amended to state that the August 15, 1974 date be changed to December 31, 1974. STREORS As requested by the Village Board, J. Richard Agard visa employed to make an appraisal of the Hewitt property at 825 Hanshaw Road. This appraisal has been submitted and is available for review by the Board. The culvert carrying water under Devon Road has been replaced and work has been completed except for extending the shoulder on the west aide of Devon Road at a car%7e,'; This is recommended by the Village Engineer as a safety precaution even though we have received objections from the property owners adjacent to the road in this area. BIDS ON DUMP TRUCK One bid was received from Cayuga Ford, Inc. for a price of $12,529. Immediate delivery. Single -axle 1974 Ford dump truck, as specified by the Village in their advertising for bids. It is the recommendation of the Village Engineer that this bid be accepted. BIDS ON CONTRACT LABOR AND EQUIPMENT Two bids were received: one from Finger Lakes Construction Co., and one from Ralph Carpenter Backhoe and Dozer Service, Inc. Further analysis of these bids will be submitted to the Board at the monthly meeting. TREES The Village Forester has marked 1542 elm trees for removal in the Village. Of these, approximately 100 are on the Village right of way. Those trees that are too Difficult for our men to remove have been tagged in preparation for putting • them out to bid. There are about 25 trees involved. It is recommended that the Clerk be authorized to put these trees out to bid. One hundred eighty -seven letters have been prepared to be sent to Village residents notifying them that they have trees thet must be removed. Although many of these trees are small and some will be removed by private contractors, there will be a tremendous load of diseased elm that must be removed by our work force from the Village.
