HomeMy WebLinkAboutPublic Hearing 5/20/1974s VILLAGE OF CAYUGA HEIGHTS MINUTES of a Public Hearing held Monday, May 20, 1974 at 7:00 P.M. in the Village Hall to consider the adoption of a Dog Control Ordinance. PRESENT: Mayor F. G. Marchem; Trustees David J. Allee, Verne A. Fogg, Dooley S. Kiefer, Claire C. Nulle, Shailer S. Philbrick, Rane F. Randolph; Attorney Roger B. Sovocool; Engineer John B. Rogers; Police Chief, Harlin R. McEwen. ABSENT: Treasurer Gordon B. Wheeler OTHERS PRESENT: Between 70 and 80 persons were present including a neighboring Deputy Clerk, Mary Churey and Mr, Churey from Trumansburg, the Ithaca Journal representative and other news media. Mayor Merchem opened the hearing with a brief summary of what is proposed in the Ordinance and asked for comments from the floor. Mr. Gates, in his presentation of his opinion, spoke of the necessity of e mild form of control but did not think this proposed extreme form should be adopted. Mayor Marchem explained that the judgment of the authorities -rho govern the enforcement of this ordinance would be reasonable and • intelligent. Others persons spoke - My dogs are fenced but neighborhood dogs come and make mine bark - I -wish my children had as much freedom as dogs - maybe the word "shall" should be changed to "may" as to enforcement " Police Chief told the group that the Police did not wish to become Dog Wardens - One man related how he was bitten more than once by the same dog in the presence of its owner and received not even an apology - perhaps the ordinance should say under voice control - soon many were saying voice control is not effective - SPCA will not pick up dogs after five in the evening, what would we do then? Mayor Marchem said we -could enforce whatever ordinance concerning dnga the best we can and make a reasonable attempt to enforce it properly. Joe Stone, Principal of the Cayuga Heights School, said he and his faculty and staff of the school r6rang y oupport the Ordinance as presented. The problems at the school with dogs is great.
