SUBJECT: Report of the Police Chief for February 1974
The Police Department handled 49 complaints and investigated 13 motor vehicle
accidents. There were 92 traffic tickets and 21 parking tickets issued during
the month.
There were no felonies reported during the month, and 14 misdemeanor complaints.
The misdemeanor complaints consisted of 3 petit larcenies, 3 criminal mischief
cases, 4 bad checks, 2 criminal trespass cases, 1 aggravated harassment case
and 1 fraudulent accosting case.
There were 6 persons arrested for other than traffic offenses. Two were arrested
for bad checks, two for public intoxiention, one for petit larceny and one for
fraudulent accosting.
Sergeant Floyd L. Darling, Jr., a member of the Police Department since June
1963, has submitted his resignation effective April 6, 3.974. Sergeant Darling
will be moving to Florida shortly after that date. The resignation will be a
great loss to the Department and will necessitate considerable reorganization
of the internal duties of the Department. Civil Service regulations prohibit
a permanent appointment for Sergeant until a civil service eligible list is
established. A civil service examination is scheduled for May 11, 1974 and the
results of the examination are not expected before September 1974. I intend to
make a provisional appointment for Sergeant effective April 7, 1974 as a temporary
measure to continue adequate supervision within the Department. I have discussed
these matters with the Wol.le Safety Committee and the Mayor and request the
adoption of the following resolutions in connection therewith:
VOTED to authorize the Chief of Police to appoint a provisional
Sergeant effective April 'j, 1974, such appointment to last until
a permanent appointment is made, and such provisional appointment
to include an increase of $500.00 over present annual salary for
the term of the provisional appointment.
VOTED to authorize the Permanent Appointment of Daniel J. Sheehan
as part -time Patrol:rmn effective March 13, 19743 at an hourly
rate of $3.50.
VOTED to P,reate an additional full -time patrolman position effective
May 5, 19'f4, instead of June 1, 1974.. The salary for this position
to be $8,017 as of Aiay 5, 3.974, $8,3.38 as of June 1, 1974, and $8,338
at the time of a permanent appointment.
• VOTED to authorize the Chief of Police to use the permanent part -
time patrolmen to fill the temporary vacancy of a patrolman created
by the provisional appointment of a Sergeant.
These resolutions allow the Chief of Police to use salary money already budgeted
in a way which will continue the present level of service to the Village.
The part -time officers worked a total of 47J hours during the month and full -time
officers worked 25 hours overtime.
