Minutes 3/18/1974• • ,/, VILLAGE OF CAYUGA HEIGHTS MINUTES of a regular meeting of the Board of Trustees held in the Village Hall at 9:55 P.M. after a Public Hearing in the Cayuga Heights School on Monday, March 18, 1974. PRESENT: Mayor F. G. Marcham; Trustees David J. Allee, Verne A. Fogg, Claire C. Nulle, Shailer S. Philbrick, Bane F. Randolph, Robert L. VonBerg; Treasurer Gordon B. Wheeler; Attorney Roger B. Sovocool; Engineer John B. Rogers; Police Chief Harlin R. McEwen. ABSENT: Fire Chief Ned G. Boice OTHERS: Dooley S. Kiefer Mayor Marcham suggested that due to the circumstances of the late meeting we act upon as few matters as necessary and perhaps take the remainder up at a Special Meeting on Friday, March 22, 1974 directly after the meeting with the State Auditors. The consultation with the State Auditor is scheduled at 2:00 P.M. and does not usually last more than twenty minutes or so. The Board thought this a good idea. VOTED to approve the Abstract of Audited Vouchers dated March 18, 1974 in the following amounts: General Fund - $17,581.59, Capital Sewer Fund - $82,418.82 VOTED to approve the following transfer of funds: To A3120.52 Police - Utilities A3410.21 Fire Dept. - Eq. Police Chief gave his report and it is on file in the Village Office. RESOLUTION # 2216 - APPOINT PROVISIONAL SERGEANT VOTED to authorize the appointment of a provisional Sergeant effective April 7, 1974 such appointment to last until a permanent appointment is made, and such provisional appointment to include an increase of $500 over present annual salary for the term of the provisional appointment. Minutes 3/18/74 Page 2 RESOLUTION # 2217 - DANIEL SHEEHAN VOTED to authorize the permanent appointment of Daniel Sheehan as part time • Patrolman effective March 18, 1974, at an hourly rate of $3.50• F.W WA RESOLUTION # 2218 - PATROLMAN POSITION VOTED to create an additional full time Patrolman position effective May % 1974, instead of June 1, 1974. The salary for this position to be $8,017 as of May 5, 1974, $8,138 as of June 1, 1974, and $8,338 at the time of a permanent appointment. VOTED to authorize the use of the permanent part time patrolmen to fill the temporary vacancy of a Patrolman created by the provisional appointment of a Sergeant. The Mayor touched briefly on a few items in his report and will delve more fully into it on Friday. RESOLUTION # 2219 - CONFIRM PUBLIC HEARING VOTED to confirm the telephone survey to authorize the Mayor to call a Public Hearing at 7:00 P.M. on Monday, March 18, 1974 at the Cayuga Heights School to consider the Cornell University proposal to erect housing units for students within the Village. i MMA Mayor Marcham reported that he had asked Mr. Kenneth Myers and Trustee Philbrick to serve as representatives of the Village on the Commission of the Intermunicipal Water District that is about to be formed. They have accepted the appointment. They will serve alongside representatives from the Towns of Dryden, Ithaca and Lansing. The Mayor asked for a motion for these appointments. The Board spoke of their admiration for his choice and that the Village would be in good hands with two very capable representatives. RESOLUTION # 2220 - WATER DISTRICT VOTED to appoint Kenneth Myers and Shailer S. Philbrick to represent the Village of Cayuga Heights on the Commission of the Intermunicipal Water District along with the Town of Dryden, Ithaca and Lansing. Mayor Marcham read a letter of resignation as Fire Chief from Ned G. Boice. Mr. Fogg touched briefly on notifying residents by letter when we hold a Public Hearing in regard to a Dog Ordinance. Confirm phone approval to purchase 1000 10¢ stamped regular envelopes 108.40 T775-67-55 RESOLUTION # 2222 - CONFIRM AGREEMENT FOR WORK PERFORMED ES[ T. G. MILLER VOTED to authorize the Mayor to sign a confirming agreement between the Village of Cayuga Heights and T. G. Miller, Engineer and Land Surveyor for three different projects which were performed in connection with the Sewer'Plant Expansion Program, one in May 1971, one in June 1971 and the last one in May 1972.
