Marcham, Mayor Members of the Board of Trustees Village of Cayuga Heights SUBJECT: Activities of the Police Department for September 1973 The Police Department handled 45 complaints and investigated 4 motor vehicle accidents. There were 89 traffic tickets and 17 parking tickets issued during the month. The Mitchell homicide which occurred at 1:30 A.M. on Sunday, September 30th, brought unexpected tragedy to the Village. The regular police officers worked long and tiring hours during this investigation. It will be my recommendation that an exception to the overtime policy for the police department be made in this case and that they be paid for their long hours and devotion to duty. I will present further information on this at the Village Board meeting. One person was arrested for petit larceny during the month, following an investigation into stolen car batteries from a Village service station. There were no felonies reported during the month with the exception of the homicide, and there were 10 misdemeanor complaints. The problem of manpower and scheduling within the police department continues to be a serious problem. The Village population has not grown significantly, while the area around the Village continues to grow and increase the police problems within the Village. The Village Board previously approved a sixth full -time officer in 1969, however the position was not filled and then deleted from the 1970 -71 Budget due to other heavy demands upon the use of Village funds.
