HomeMy WebLinkAboutSpec Mtg. Minutes 7/13/1973VILLAGE OF CAYUGA HEIGHTS MINUTES of a Special Meeting of the Board of Trustees held Friday, July 13, 1973 at 4:00 P.M. in the Village Hall. PRESENT: Mayor F. G. Marcham; Trustees Verne A. Fogg, Claire C. Nulls, Robert L. VonBerg; Treasurer Gordon B. Wheeler; Engineer John B. Rogers; Attorney Roger B. Sovocool. The Mayor reported that he had distributed records and comments relating to the Bolton Point Water Program as they had come to him. He had met with Trustee Randolph to discuss a possible alternative approach to the problem of "benefit" as it relates to the other municipalities and the Village. Trustee Randolph had said that he was prepared to accept the solution of the problem proposed by the Treasurer, provided that there was assurance of use of a hookup charge. Trustee Randolph told the Mayor that Trustee Philbrick had many of the same misgivings about "benefit ", that he himself had had. Trustee Randolph said he could not attend the present meeting. The Board discussed at length the questions relating to the financial aspects of the program as they related to the Village. On a question relating to the legitimacy of the hookup charge the Attorney agreed to inquire further. The Treasurer agreed to discuss with Supervisor Schwan the figures regarding the obligations of the Village that the Treasurer had presented and the Supervisor had orally agreed to. The Attorney agreed to discuss with other attorneys who are involved in such modifications of the intermunicipal agreement as appear necessary in the light of recent discussions.' • The Mayor reminded members of the Board that Trustee Philbrick had said that in his judgement the contingency figure attached to the program of 8% was insufficient. He thought that there would be an 18 or 20% increase over the 1972 cost price to take account of inflation. Treasurer Wheeler commented that his own experience showed that contractors were short of work. He thought the price schedule suggested by Lozier was reasonable. RESOLUTION # 2126 - PUBLIC HEARING - BOLTON POINT WATER PROGRAM VOTED to authorize the Clerk to advertise for a Public Hearing to be held at the Village Hall at 7 :30 P.M. on July 30, 1973 to consider whether the Village shall issue bonds to finance its share of the Bolton Point Water Program and to consider the municipal cooperation agreement the Village may enter into with the Towns of Dryden, Ithaca and Lansing for developing and administering the program.
