VILLAGE OF CAYUGA HEIGHTS
Minutes of a PUBLIC HEARING held at 7 :30 P.M. in the Village Hall on Monday,
July 302 1973 to consider whether the Village shall issue bonds to finance its
share of the Bolton Point Water Program and to consider the municipal agreement
the Village may enter into with the Towns of Dryden, Ithaca and Lansing for
developing and administering the program.
PRESENT: Mayor F. G. Marcham; Trustees Verne A. Fogg, Claire C. Nulls, Shailer
S. Philbrick; Hans F. Randolph, Robert L. VonBerg; Treasurer Gordon B. Wheeler;
Attorney Roger B. Sovocool and Engineer John B. Rogers.
ABSENT: Trustee David J. Allee
OTHERS: Two representatives of the Engineering firm of Lozier, John Saul, a
reporter for a local publication, "The Cayuga Heights Viewer ", Mrs. Horstman,
reporter for The Ithaca Journal, and a representative of W.H.C.U.
Mayor Marcham opened the Public Hearing when he read the Legal Notice which had
been duly published according to law. The Mayor explained the history of.this
undertaking. He recited that State Examiners had held two public hearings, one
for the City of Ithaca which proposed getting water from the Inlet and the other
public hearing on Bolton Point as a source of water; Bolton Point was the favored
source.
The Mayor approached the Villagers by letter for their opinion on continuing
negotiations with the other municipalities. The answer was favorable by 309 to 14.
There being no residents attending the Public Hearing, the Mayor asked for comments
• from the Trustees.
Trustee Philbrick spoke at considerable length on the estimated cost cited by the
consulting engineers and why he considered it to be at least 20% low. He made
a study of construction costs and quoted notable engineers and is convinced we
need to bond for 200 more than the $1,000,000 now being considered. After many
pros and cons the rest of the Board thought it should go along with the $1,000,000
figure and if the bids come in too high, then we can reevaluate the whole situation
along with the other municipalities but if the bids are not too high we can proceed.
Should reconsideration be necessary the time of perhaps 60 days would be the time
lost and not a whole construction season.
Attorney Sovocool said the Bonding Attorneys desired the municipalities to have
the agreement completed before passage of the Bond Resolution.
Examination was made of the agreement as presented in a draft and suggestions
were offered on various points. The Attorney will work up the agreement and the
bond resolution as soon as possible and the Board will hold a special meeting to
act formally upon these documents, perhaps within a week or ten days.
The Mayor will write a letter to the Villagers to describe briefly the issues
presented and the course of action the Board agreed to follow.
The Public Hearing closed at 9 :30 P.M.
• After the Public Hearing Trustee VonBerg reported favorable on the person of
Gary Gleason and his proposal to contract for the operation and maintenance of
the Village sewer plant. After a small discussion and more detailed verbal
report, the Mayor suggested that a complete written report be made. This should
show what Mr. Gleason's qualifications are; also, what principal issues should
be covered in a contract of this nature. The Board agreed that if the policy was
to enter into a contract the qualifications of the operator and the duties to be

performed would be set forth in such a way that persons might enter bids for the
contract. This written report should be submitted to the Commissioners of the
County Sewer District No. 1 for their comments since they will be the owners of
the plant in due course.
The Engineer suggested the Board approve the purchase of the 3/4 ton truck bid
by Cayuga Motors.
RESOLUTION # 2131 - PURCHASE 3/4 TON TRUCK
VOTED to accept the bid from Cayuga Motors Sales Corporation for a 1973 Ford F250
3/4 ton pickup truck delivered for $3,139.56. This resolution to be confirmed at
the next regular meeting.
