REPORT OF THE ENGINEER
JUNE 1973
0 I. SEWER LINES
The repair and replacement of the line in Kline Road through the intersection
with the Parkway and Highland Road and down to below Upland Road connecting into
an 8" sewer line that was replaced earlier has been completed. Major repair work
was necessary to a 36" stream culvert that flowed under Kline Road and crossed the
sanitary sewer line. The repair and or replacement of the sewer line in Sunset
Drive has been completed. Throughout the Village where sewer lines have been
replaced or repaired within the road right of ways, repair work has been carried
out on the paving surfaces and shoulders. The cost of this work has been charged
to sewer line repair as this was the cause of the damage to the roads.
For additional help in tracking down sewer line infiltration Mr. Robert Crow
graduate civil engineer was hired as a temporary summer employee for a two months
period at an hourly rate of $3.00 an hour. He will make house to house inspections,
coordinate flow meter readings and testing of sewer lines in an effort to locate
further infiltration.
Progress has been made in infiltration during the last storm. A heavy down-
fall of rain occurred on the morning of June 13th. The flow at the Sewage Treatment
Plant doubled within an hour after the start of the rainfall and almost immediately
again receded to normal flow. This increase did not exceed the capacity of the
plant and is less than we have experienced in other similar rainfalls in the past.
II. REMINGTON ROAD
On the advice of the Village Attorney that a deed to Remington Road was
accepted by the Town of Ithaca prior to annexation and that Remington Road ownership
was annexed from the Town of Ithaca to the Village of Cayuga Heights it is clear
that the ownership of lower Remington Road (from North Sunset Drive to the south
and east line of the Village) lies with the Village of Cayuga Heights, therefore
there is no reason not to issue a zoning permit to Prof. Shepherd for construction
of a house on his property that fronts on Remington Road. Such a permit has been
issued. Prof. Shepherd was notified that if water or sewer lines had to be installed
to service the properties in that area that the cost of these lines would be borne
by the properties that benefit by their installation.
The grading, graveling and or paving of Remington Road in my opinion would be
the obligation of the Village of Cayuga Heights and that it would be done at a time
when the Board of Trustees felt that it was justified and that it could be included
in the Village road budget. It would be my recommendation that if Prof. Shepherd
follows through with the building of his house that the Remington Road be graded
and that a gravel surface be maintained on it until such time as there is further
development of the Blood Estate property that would justify the paving of the road.
III. NORTH TRIPHAMMER ROAD PASSING LANE AT WINTHROP DRIVE
Measurements have been taken and inspection made of the shoulder near Winthrop
Drive intersection on North Triphammer Road. A passing lane could be fitted into
the road right of way but there would be some preparation work that would be necessary
such as: 1) fill the shoulder the full width of the right of way, 2) extension of
the culvert that carries Winthrop Creek, 3) removal of large hickory tree, 4) re-
location of the street light pole, 5) installation of a guard rail or guard posts.
Unless this passing lane to the right is extended for quite a distance either side
of the intersection, it seems to me that a dangerous situation is created. Even
with a long passing lane to the right there are always traffic hazards in having a

right hand passing lane. There is another similar intersection where the shoulder
of the road has been eroded by people passing on the right. This is at the inter-
section of Texas Lane and North Triphammer Road. At this intersection with the
construction of the new Spruce Lane directly across from Texas Lane it would be
impossible to put a passing lane to the right of the regular travel lane without
further increasing the hazard of accidents with traffic flowing in from both Spruce
Lane and Texas Lane. There is another alternative. This would be the placement of
a guard rail fence along the shoulder of the road as it now exists creating a narrow
shoulder which would not give enough space to pass to the right. This of course
would impede the flow of traffic on North Triphammer Road which is getting to be
a major problem. My recommendation is that for the present the shoulder of the road
should be graded and filled, that a detailed design be prepared for the passing lane
to the right, and an analysis of the design to see what traffic hazards are created
by such a passing lane.
IV. USE OF LIBERMAN PROPERTY TEMPORARY RIGHT OF
I have been informed by the resident engineer that the subcontractors for
laying the outfall pipe at the sewer plant have abandoned the prospect of using
the temporary right of way we have obtained over the Liberman property by condem-
nation. This has been brought about by the fear of the contractor running into
legal entanglements with Mr. Liberman. They plan to mobilize their material and
forces on City land to the south and move in and do the construction work from
• barges. The question for the Village Attorney is whether we incur any financial
liability to Liberman if the right of way we acquired through condemnation is not
used by the Village or any other Village employed contractors. Are there any legal
steps that should be taken at this time if it is in fact true our contractors will
not be using the right of way over Liberman land.
