PLANTING AT VILLAGE FIRE STATION Discussions have been held with Fire Chief Boice and with Trustee Fogg concerning additional planting at the Village Fire Station. This work is scheduled to be accomplished within the next two weeks. II. SEWER LINES After testing with the Air Pressure Sewer Line Tester sewer mains were replaced on Sunset Drive from the south end of Sunset Park to the manhole about adjacent to the Dr. Sutton property on Sunset Drive. This is a 10" main. Additional 10" mains were replaced on Cayuga Park Road and part of the section from Cayuga Park Road on the Mizener property which was located along side a stream bed. The 8" sewer main in Upland Road was continued and now is either tested as being in good shape or replaced the entire length from Hanshaw Road to The Parkway. Testing of sewer lines continues. Some illegal connections have been discovered and the owners notified that they must be corrected at once. III. NEW SEWER TREATMENT PLANT The Engineer has attended three job meetings on the construction of the new sewer plant. Present at these job meetings are representatives of Teetor - Dobbins, the resident engineer in charge of inspection, and representatives of the contractors. The job at this time is moving on schedule. The only problemwhich seems to have been solved is access on a temporary right of way over the lands of the railroad and Mr. Liberman for the construction of the outfall pipe into the lake. Stewart and Bennett's subcontractor to do this underwater work wishes to start on June 1st and wishes to gain access to the property as soon as possible for storing material. The Village Attorney has filed condemnation papers. A hearing was held on May 11 at which no persons appeared to object. Further investigation has gone into the hiring of a new sewer plant operator who will also act as part time new plant inspector under the direction of the resident engineer. It has been determined that only a 3B Operator's License is necessary under the State and Federal controls. Discussions with Mr. Dave Petrucelli of the Environmental Protection Agency out of Syracuse who oversees and checks on she operation of our present sewer plant is compiling a list of good sewer plant operators in the Upstate New York area. He has assured me he will get me the names sn soon as possible. IV. FORMAL APPROVAL OF RESIDENT ENGINEER AS AN EMPLOYEE OF TEETOR - DOBBINS A formal letter of proposing Mr. Robert Rood for the resident engineer was received shortly after our last regular meeting. In addition to his salbLry there is a request for approval of $25.00 a week expenses for Mr. Rood for his living away from home during the construction of this sewer plant. Since it is a small sewer plant and his term of residency will not be long, it is not feasible for him to move his family to the area for the duration of the job. Mr. Rood brings with him extensive experience in the supervision of construction with Waste Treatment • Plants as well as other types of construction. 9 Engineer's Report Page 2 • V. FLOOD DAMAGE The completion of the flood damage work is in process this week. The replacement of the water main over the Remington Creek culvert on North Sunset Drive will be started by the City of Ithaca Water Department. When this is completed final paving of North Sunset Drive will be done and the finished grading of the west bank will be completed. We will apply for inspection as soon as the work is complete. We are not allowed to apply for final inspection until all the work is complete. VI. LOWER REMINGTON ROAD The Village has received a request from Professor D. G. Shepherd and also from the representatives of the Blood Estate concerning the opening of lower Remington Road for building construction. The questions that must be determined by the Board is to ilho is responsible for the cost of paving Remington Road, who is responsible for the cost of the installation of water mains, and who is responsible for the cost of the installation of sewer mains if necessary and also the street lighting. As far as I can gather from the records Remington Road is a dedicated road owned by the Village prior to 1965 when the ordinance required full development by land owners before acceptance of a road and as a prerequisite for the issuance of zoning permits. It is my recommendation that the matter be referred to the Village Attorney for his determination as to the rights of the Village and the rights of the adjacent land- owners in this situation. VII. CHOICE OF COLOR FOR THE NET WASTE TREATMENT PLANT • Consulting Engineers Teetor - Dobbins requested us to make a final decision as to the color of the exterior of the buildings for the new sewage disposal plant so that the material may be ordered as soon as possible. A color chart will be at the Village Office for your inspection and will also be at the next Village Board meeting, VIII. Negotiations have moved forward on the approval for acceptance of 100,000 gallons a day of wastewater from the Morse Chnin proposed plant in Lansing. It must be remembered that the plant is not in an existing sewer district, therefore the To+•m of Lansing must form a new sewer district. Procedure should be initiated for the changing of our sewer ordinance to allow acceptance of oth =r than domestic sewage if the Board feels it wants to move in the direction of accepting sewage from the Morse Crain Plant. The Village has received from the New York State Electric and Gas Co. a new street lighting contract. This will be available at the Village Board meeting for the Board's discussion. X. SPRUCE LANE DEVELOP14T3WT The Spruce Lane development off North Triphammer Road has progressed. The installed sewer line has been tested and found to be in excellent condition. A water main has been installed and approved by the City of Ithaca with water taps for the lots as requested by Mr. Hanshaw the developer. Money has been received and is being held in escrow for the completion and paving of Spruce Lane and a zoning permit has • been issued to Mr. Hanshatr for the construction cf one house on this tract.
