The principal event of the month for the Village was the signing of the Contracts
for the remodelling of the Sewer plant. This took place last Thursday and marked
a milestone in many years of negotiation in Washington, New york City, Albany and
other places used as official centers by the Federal and State Governments.
Stewart and Bennett, the principal contractors were eager to }gegin work at once
and have already made some preliminary moves.
As this business goes forwndd, and we move nearer to W our objective of creating
improved sewer service for our neighborhood and are closer to our goal of a County
Sewer District, the City of Ithaca has suggested an Ad Hoc Sewer Committee in the
following resoltuion of the City Council: "RESOLVED THAT, this Common Council,
through the Mayor, invite the Village of Cayuga He #its. the Towns of Ithaca, Dryden
and Lansing to join the City of Ithaca in setting up an Ad Hoc Sewer Committee. If
agreeable to the municipalities, the Ad Hoc Committee will be composed of two elected
representatives from each municipality. The function or the Committee shall be
to study the future sewage disposal needs of the Greater Ithaca Area and to make
recommendations to each municipality for the implementation of these findings."
The question of water is still under discussion among neighboring municipalities
but as yet I have received no firm figures on financing the project in the absence
of Federal funds nor is there a plan for a meethg on the subject. Following our
earlier discussions one contract concerning the building and use of an inter -
municipal water system, fiW# Mr. Barney prepared the rough draft on an agreement to
be entered into by the Municipalities. The agreement deals with all aspects of
the administration problems likely to be created for the municipalities Wft
building and operation of such a system, such as capital financing, allocating
financial responsibility, overall management and the joint ownership of property.
I will pass the document to the Village Attorney for his comments.
I have received from Dr. 0. J. VanDyk a letter of resignation from the Zoning Board
of Appeals on his ceasing to reside in the Village. I shall be glad of authority
from the Board to accept his resignation and to offer him the thanks of the Village.
