PRESENT: Mayor F. G. Marcham; Trustees David J. Allee, Harold R. Fisher, Verne A. Fogg, Carl H. Nelson, Claire C. Nulle, Rane F. Randolph; Treasurer Gordon B. Wheeler; Police Chief Harlin R. McEwen; Fire Chief Ned G. Boice and an estimated 100 Village residents. Mayor Marcham opened the hearing by stating the issues which have been raised because the Board of Trustees received a proposal from the Lauriston Sharp'a, 880 Highland Road, to be permitted to use the land for 10 units, arranged as a group in cluster housing. These would not meet the present zoning requirements on setbacks. They would be clustered towards the center. By this planning the woods and other natural conditions of the lands would be preserved. The Mayor read a statement prepared by the Sharps who were unable to attend the Public Hearing. Mr. VanLent spoke of his effort in calling 50 people. Of those only one person endorsed the idea of Cluster Housing in the Village, the rest were opposed. Many who could not attend this meeting signed a petition which states, "We, the undersigned, would like to preserve the character of our Village and therefore request that no approval shall be given to the building of apartment buildings, cluster housing or any similar developments." Mr. Schickel presented his case for the development of cluster housing and in a supplementary statement commented on some of the objections that 4a4 bez:n :Laiaed. After half an hour of discussion a vote was taken to determine the consensus of opinion. There was not one vote for allowing cluster housing. OThe Public Hearing closed at 7:30 p.m. but the majority of those present filed past and signed the previously mentioned petition. MINUTES of the ANNUAL RESIDENTS MEETING held February 27, 1973 at 7 :30 P.M. in the Village Hall. PRESENT: Mayor F. G. Marebam; Trustees David J. Allee, Harold R. Fisher, Verne A. Fogg, Carl H. Nelson, Claire C. Nulle, Rane F. Randolph; Treasurer Gordon B. Wheeler; Police Chief Harlin R. McEwen; Fire Chief Ned G. Boice; Village Justice William Tucker Dean. OTHERS: Representative of the Ithaca Journal and eight other residents. ABSENT: Engineer John B. Rogers; Village Forester David Pimentel; Chairman of the Nominating Committee, Mrs. Charles W. Brodhead. A motion was made and seconded for Mayor Marcham to serve as Chairman of this meeting and the Clerk to serve as Secretary. Mayor F. G. Marcham gave his report. The first issue concerned the status of the sewer plant expansion program which has been under consideration since 1967. The contracts have finally been signed and work has begun. The New York State General Contractors have appealed a decision of Judge Bryant to dismiss a case against • the Village which charged that there were discriminatory phrasing, etc. in the Bid Specifications. The Village has gone ahead with the work and hopefully the appeal will be set aside. When the program is completed it will be surrendered to the Tompkins County Sewer District No. 1 who will reward the Village for its equity in the plant. • • Minutes 2/27/73 Page 2 The second issue of concern to the Village is water. The State Government has given permission for a water supply to be taken from Bolton Point. The Towns of Ithaca, Lansing, Dryden and the Village of Cayuga Heights have been working on a contract whereby these entities may control by their representatives, the water at the Bolton Point site. Before any contract may be signed not only will a Public Hearing be held but all Village property owners will be sent a letter explaining the situation. The Village will explore the idea of planting shade trees to replace those removed from the rights of way of the Village because of Dutch Elm Disease. The Village will also explore possible ways to be of assistance to those residents who have lost their trees to this disease. The Mayor said that he had written a dog ordinance which Trill be presented to the public in due course. Treasurer Gordon B. Wheeler reported on the financial status of the Village. He said we are in very good shape. The preliminary budget has been set and the rate will be $6.44 per thousand of assessment as opposed to $11.23 per thousand last year. The sewer rent charge will stay the same at $30 per unit. In the absence of the Engineer the Mayor read his report which told of the purchase of a new packer, the road progrr.m last summer, the replacement of the culvert on North Sunset Drive, the removal of bees from the Village Hall, etc. The Zoning Officer's report quoted permits issued for alterations and additions in the Village at an estimated cost of $75,500 and new construction for an estimated cost of $150,500. The Police report was presented and Police Chief McEwen commented that the crime is seeping into suburbia. When asked about the Burglar Alarm system,he explained what should be done if a person was interested in obtaining this service. The report which contained seven pages of statistics is on file in the Village Office. Fire Chief Ned G. Boice gave the Annual Report of the Fire Department and it is on file in the Village Office. He spoke of the need for more active firemen especailly during the day, and the wish for more active people to join the Fire Company. Mayor Marcham read the report of the Village Forester and it is on file in the Village Office. In addition to Dutch Elm Disease, another disease (Phloem Necrosis) is causing death to our elm trees. The result was a heavier loss of elms than the past two years. In absence of Mrs. Charles W. Broadhead, Chairman of the Nominating Committee, Mayor Marcham read the names offered by the Nominating Committee as candidates for Trustees as follows: David J. Allee 201 Oak Hill Road Verne A. VonBerg 501 Hanshaw Road Motion was made, seconded and carried that the nominations be closed. ti.nutes 2/27/73 Page 3 Mayor Marcham reminded everyone that Registration Day is March 3, 1973 between 12 noon and 9:00 P.M. in the•Village Hall and Elections will be held on Tuesday, March 20, 1973 also at the Village Hall between 12 noon and 9:00 P.M.
