McGraw, Sr. entered the service of the Federal Bureau of Investigation as a Special Agent after resigning his position with the Cayuga Heights Police Department on April 23, 1972. Chief McGraw was the first full -time Police Chief of the Cayuga Heights Police Department. He served the community honorably and faithfully and he will be missed by the members of the Police Department and residents of the Village. We wish him success in his new position. • (iw POLICE DEPARTMENT VILLAGE OF CAYUGA HEIGHTS HARLIN R. McEWEN 838 HANSHAW ROAD • ITHACA. NEW YORK 14850 • TELEPHONE 807.257.1011 CH16r OF POLICC February 27, 1.973 Honorable Frederick G. Marcham, Mayor Members of the Board of Trustees Village of Cayuga Heights I respectfully submit the report of the activities of the Cayuga Heights Police Department for the Year 1972. The number of complaints handled by the Department was higher than in 1971. Felony complaints continued to be high. The crime index trends taken from the F.B.I. Uniform Crime Reports for the nation show that the largest increase of total crimes reported has been in suburban and rural areas, rather than cities over 25,000 which was the trend prior to 1972. On April 23, 1972, Chief Jack W. McGraw, Sr., resigned to take a position with the Federal Bureau of Investigation. Harlin R. McEwen, a Sergeant since 1967 was promoted to Chief of Police and Floyd L. Darling, Jr., a Patrolman since 1963 was promoted to Sergeant. On June 1, 1972, Robert D. Day, a part -time Patrolman was appointed a full -time Patrolman. The officers continued to receive in- service training during the year. Patrolman Lawrence H. Rabin received his basic training for 8 weeks in the Fall. The part -time officers worked 1252 hours during the year and the full -time officers worked 271 hours overtime. The continuing assistance rendered by the part -time officers has made it possible to limit the number of overtime hours necessary by the full -time officers. The working relationship between the other police agencies ,in the area has been excellent during the year. We have also had a good working relationship with the news media and they have been very helpful to us on numerous occasions. I wish to thank the Mayor, members of the Village Board of Trustees, and other Village officials for their cooperation during the year. Respectfully yours, - ll /, Harlin R. McEwren Chief of Police HRM:bp • • COMPLAINTS HANDLED FELONIES: Burgl ary ............... ............................... Criminal Possession of Forged Instrument ..............
