HomeMy WebLinkAboutMayor's Report 11/20/1972MAYOR'S REPORT 11/20/72 The assurance we had some weeks ago, from the Office of the Corps of Engineers in Buffalo and Trustee Allee from a friend of his in a responsible position there, that our request for a permit to lay the outfall pipe in the lake was on its way to Washington, proved not to be so. When I called two weeks ago to ask why we had heard nothing I learned thtt the papers were still in Buffalo. A day or two later Buffalo said they needed another document from us. We sent it at once. I waited; then enquired if all was in order. They reported they had not received the document. We sent a duplicate which they acknowledged last Monday. A decision on the Bolton Point Water Source is in, as you know, and it is favorable. In the next few weeks all parties concerned will meet to discuss the intermunicipal contract which will form the cornerstone of the new development. Supervisor Schwan's suggestion that we meet tomorrow Pight to try to work out the contract has given way to the proposal that the Attorneys for the municipalities, the supervisors and the Mayor of this Village try to draw up a first draft of a contract and that we have this document for consideration when we hold the larger meeting. The City of Ithaca has its own water problems to consider and will take its own time to consider them. We shall tell Mayor Conley at all points how our discussions are going and will take such action as the City may wish to meet with him and other city officials if it becomes appropriate to incorporate some part or all of the City water program with that of the other municipalities. At our last meeting we discussed the proposed Sign Ordinance. It it appropriate for us now to complete the ordinance by adding the details regarding the areas of signs? Mr. Schickel has sent information regarding his proposal for a condominium on the Sharp property. At an earlier meeting we rejected his proposal in the form then presented. Later we agreed that he might submit more information: we gave no assurance that we would consider the matter again. When you have had opportunity to study the maps and other documents please let me know whether you wish to consider the proposal again. Mr. Graves, Chairman of the Board of Representatives, has written to remind me that the administrative body to manage the new County Sewer District will need two representatives from the Village to join with representatives from the other municipalities. He wishes to submit the names df all parties to the County Board at its meeting on December 18. According to the agreement made by the County Sewer Agency the new District will not take title of the Village Sewer Plant until the remodelling is complete and until the funds granted by the Federal Government and the State are in the hands of the Village. The contract documents to be used in bidding on the sewer plant work have gone out to 30 contractors. Bids are to be opened on December 21. I have received a letter from Mr. Stuart Lewis as follows: I have a letter from Mr. Frank Hanshaw regarding the land he intends to develop at 114 N. Triphammer Road. He says he needs 12 taps for the 12 lots. When the City allotted to us hnd the other outlying municipalities 400 taps for the present year we made as provisional agreement with the other municipalities regarding the apportionment of the taps among us. I will ask how many taps are unassigned, as also what the City's plans are for allotting taps during the coming year. -2- The Engineer wishes a judgment on policy for salting the strettstthis winter. We have the alternatives of a maximum program which would try to keep the streets clear all the time. We could go to the other extreme and depend as much as possible on the ploughs, or we could find a middle position. The Police Department and the work force need to know which standard to apply. The procedure now agreed upon is for the police officer to report to Bob Tyrrell when he thinks action may be necessary. On the basis of the information received, Bob Tyrrell will use his judgment in deciding what to do. The Fire Chief has raised a number of issues. The first turns upon his duties as Village Safety Inspector. He points out that to exercise his responsibilities effectively he should have a standard set of rules to apply. If he is to work under the N.Y.S. Multiple Housing Law he needs to be clear as to his duties regarding registry of owner, issuance of permits, certificates of occupancy, enforcement, records, and so forth. Do we intend, he asks, to adopt formally as our standard the State Building Code? Further, should there be integration of the Zoning Officer's duties with those of the Safety Inspector? I suggest that Trustee Fogg be asked to consider these matters, with a view to establishing, what might be called, guidelines to efficiency without entangling the Safety Inspector's Office in a mass of red tape. Fire Chief Boice also has raised questions concerning a fire prevention code. Action by the Fire Council brings the matter before this Board. I suggest that we ask whether the Village Attorney has any comment to make at this time. The Clerk raises the question whether we wish to have our Zoning maps' reprinted. I will ask her to explain why the matter needs attention at this time. The Clerk and I and members of the Board have pooled their wisdom concerning a new Sewer Rent questionnaire. We will distribute copies of our last draft to you and to the attorney and engineer. If it is acceptable to you we should have authority to print it and send it to all property owners before the beginning of the new calendar year. F. G. Marcham
