HomeMy WebLinkAboutReport of the Mayor 8/21/1972REPORT OF THE MAYOR 8/21/72 Police Chief McEwren, Harold Fisher and I met for further discussion of the proposal by officers of the Police Department that a merit award be made to officers who complete courses in police science at approved institutions. We agreed that officers should be encouraged to take up and complete training of this kind and we considered, as a possible formula for compensation, the following: That officers whose salaries are less than $10,000 annually be compensated at the rate of $200 per annum for completing 30 hours of work and $400 per annum for completing 60 hours of work. That if desirable compensation at this rate be awarded for lesser units of work. Further that officers whose salaries are more than $10,900 annually be compensated at the rate of $150 per annum;:for completing 30 hours of work and $300 per annum for completing 60 hours of work. The Village will bear the expense of tuition fees. It is understood that the rates of compensation set forth,above are intended to apply to good academic work and may be varied upwards or downwards according to the quality of the work performed by the officer. In our conference we thought it well to suggest that if the Board can accept this or some other proposal on the subject we submit our recommendations to the police officers for their comment. The Sewer Plant remodelling program is still in the bureaucratic machine. A recent letter to our consultants asked questions on eight or so minor points. A letter from another agency said that we were entitled to a permit to lay an additional outfall pipe, as we had requested. The agency said that it would so notify the Army Corps of Engineers. A hearing to recommelnd compensation to Mr. Liberman for our condemnation of his land, alongside the sewer plant, will begin in the Court House tomorrow at 10 A.M. Questions concerning the proposed new water system based on Bolton Point, stand as follows, a public hearing will take place on September 11. I have formally requested that the Village of Cayuga Heights be allowed to be heard in favor of the proposal. Messrs. Teetor and Dobbins will shortly inform us what they can do to make a brief and general study of the Lozier proposal and what the cost might be. I met with Mr. Schickel this afternoon to discuss his latest views on development of the Sharp property. He still speaks in terms of a development that would provide 10 or 12 dwelling units, a number which, if considered in terms of 5 or 6 houses on 5 or 6 lots, would be well within the limits set by the Village. He proposes that he be allowed to locate these units on this property in a central cluster. We discussed the fact that the Village Board can conatitute itself as a Planning Board. He said his approach to the condominium idea has changed. I said the Board was not concerned over the ownership of property but aver its use. He asked did I think the Board would react favorably to a proposal that offered attractive, tasteful cluster housing. I said I would ask the Village Board if as a Planning Board they would consider his request for a hearing. I said that the problem for ,the Village Board in all its,decisions of this nature was, that though the person who came to us asking for a policy variation might be known to us as honorable, we had to frame rules that would not be open to abuse by the dishonorable. J -2- We have a proposal to do some repair work on a culvert on Winthrop Drive that was extensively damaged during the flood. We have a:;bid for $612. Bob Tyrrell wishes to put this bidder to work. He thinks the price reasonable. He does not wish us to be caught in a delay that would extend through the next few weeks, because the dame to the culvert has broken up the sidewalk and the sidewalk is used by children on the way to school. The state will hold a seminar in Syracuse on September 13 on modern legislation regarding sewage disposal systems and on certain technical developments in that field. 2 ask permission to send a Village official to the seminar if to do so should prove appropriate.
