SEWER TREATMENT PLANT VILLAGE OF CAYUGA HEIGHTS REPORT OF THE..ENGINEER FEBRUARY 1972 A great amount of difficulty has been encountered with the sludge pumping lines at the Sewage Treatment Plant. Over the past six months these lines have clogged numerous times. The latest efforts to unclog the lines have been unsuccessful and after investigating ways of solving the problem and discussing the matter with other engineers, the decision has been made that the only way to correct the problem is the removal of the floating cover on the digester and removing all the sludge from the interior of the digester. Notification has been made of our plan to Mr. Steve Herman, Engineer with the County Board of Health. Arrangements have been made to rent the large crane that is necessary for the removal of the large floating cover. The estimated cost for this operation is $22000. The removal of digested sludge in liquid form saves the Village considerable money and is acceptable to the County Board of Health until our new plant is under construction. The used cab and chassis purchased two or three years ago for the tanker truck has come to the point ethers it is impractical to further repair it. It was necessary, to continue in the removal of sludge, to purchase a used cab and chassis from Agway Corporation. The cost was $1,000 plus the cost for new king pins. This will give us liquid sludge removal capacity. The removal of overburden for the new plant under contract phase I is about complete. The removal of six to eight feet of rock in some locations is • about to start. Also, the laying of the new trunk line from Route 13 to the new plant has started. The work is on schedule. The New York State Electric and Gas Company wishes to revise their right of way over the Village Sewage Treatment Plant property. As of now the right of way for the power lines is indistinct and they wish to tie it down more specifically to the location that the lines will be in with the construction of the new plant. The New York State Electric and Gas has been quite cooperative in the raising of their high powered lines so that the new treatment plant could be constructed. It is suggested that the Village Attorney look over the new right of way with the engineer to determine if there are any restrictions that would encumber the Village land. II. SNOW REMOVAL A very wet snow and rain fell the end of the first week in February and the temperature dropped suddenly to leave three inches of ice on the roads. This was covered with six to eight inches of snow. The removal of snow was no problem but because of the extreme cold, salt would not melt the ice and the roads remained icy for a day or two. The street crews worked throughout the weekend and by Sunday most of the streets were in good condition. III. STREET LIGHTING • The following information was received from the New York State Electric and Gas Corp. about a year ago on the relative cost for underground and over the ground wiring for street lighting. • -Engineer's Report Page 2 Annual costs for lighting North Sunset Drive: Overhead Service Install: 3 - 7,000 Lumen Mercury Vapor Lamps @ $45 each - $135 Underground Wiring Estimated cost of underground wiring - 3,000 Village would be billed 15% of this or 50 Plus the energy costs of the lamps 135 55 C- �ayu�a Heights Road Install: 1 - 7,000 Lumen Mercury Vapor Lamp @ $45 each - $45 IV. FIRE VAULT IN BASEMENT OF VILLAGE HALL Giordano Construction Co. has offered a $50 credit for the non - filling of the cement block walls and will proceed to put a sill under the door before our meeting in February. Fire Chief Boice says that the fire rating for cement block is greater than two hours which is the fire rating for the door which is on the vault and therefore sees no reason to try to fill the already constructed cement block wall.
