Marcham, Mayor Members of the Board of Trustees Village of Cayuga Heights I respectfully submit the report of the activities of the Cayuga Heights Police Department for the year 1971. The number of complaints handled by the Department remained about the same as in 1970, however, felony complaints and particularly residential burglaries increased significantly. Again this year the Department experienced personnel changes. On March 4th, Roger J. Steve III, a provisional patrolman resigned and he was replaced by Lawrence H. Rabin, a previous part -time patrolman. During the year, the officers received further training in the police field. Chief McGraw and Patrolman Rabin attended a course of instruction on the operation of the Breathalyzer and the Alco- Tector at the New York State Police Academy, Albany. All of the full -time officers are now qualified Breathalyzer operators. Sergeant McEwen attended an institute on Drug Abuse conducted by the National Police Academy at Shively, Kentucky, and also a seminar on Basic Traffic Engineering conducted by the State Traffic Safety Council at Binghamton. All of the full -time officers also attended seminars on "Gambling, Arson and Bombings" at the New York State Police Academy, Albany. The part -time officers worked 1274 hours this year. Their devotion and ability has been a tremendous asset to the Department. There has been an excellent relationship between other police and governmental agencies throughout the year. The news media have also been very helpful to the Department. We wish to thank the Village Board of Trustees and other Village officials for their cooperation during the year. Respectfully, .'Jack W.
