MINUTES of the ANNUAL VILLAGE MEETING held in the Village Hall at 7:30 P.M. on
. February 28, 1972.
PRESENT: Mayor F. G. Marcham; Trustees David J. Allee, Harold R. Fisher,
Carl H. Nelson, Claire C. Nulle, Rene F. Randolph, Village Justice William Tucker
Dean; Police Chief Jack W. McGraw, Sr.; Fire Chief Ned G. Boice; Tree Warden
David Pimentel; members of the Nominating Committee G. Michael McHugh, Chairman,
Harry C. Cornwall and Mrs. Dooley Kiefer.

ABSENT: Trustee Verne A. Fogg; Treasurer Gordon B. Wheeler; Engineer John B. Rogers
who are all on a vacation.
Mayor Marcham was elected from the floor to be Chairman of the meeting and Rose M.
Tierney, Village Clerk was appointed as Secretary of the meeting.
Mayor Marcham gave his report. For the Village itself the major event of the last
year has been the continuing development of the program for remodeling and
enlarging the sewer plant. This program has been under way for six years and has
passed through a variety of difficulties -- court action, the opposition of some
political figures outside the Village and the slow processes of State and Federal
Governments. Those who opposed the program were active for some years - in the
press, through letters and petitions and by personal visits to officials at Albany
and elsewhere.
For the past two years and more the sewer plant remodeling has been one of the
items considered by the County Sewer Agency in the course of its attempt to form
a County.Sewer District. The work of the agency has moved to a recommendation
that the District be formed, and that the district acquire the Village Plant and
recompense the Village for its equity in the plant. The County Board of Representa-
tives has accepted this recommendation. Further steps to be taken are a possible
referendum, and submission of the detailed plans for finance, management, etc. to
the State. The Mayor expressed his hope that the Village residents would support
the creation of the district.
Mayor Marcham reported the progress of the Village undertaking to revise the Village
Ordinances and have them reprinted.
He projected the problems facing the Village mentioning the water problems which
we share with all the surrounding municipalities.
The Mayor said that he has been approached about adopting a Village Dog Ordinance.
Trustee Randolph summarized the Treasurer's Report for the eight months of the
fiscal year. The report is on file in the Village Office.
Mayor Marcham read the report of the Engineer in which he reported the work
accomplished last summer on the streets, sewer lines and the grounds around the
Village Hall and Fire Hall. The Engineer's report told of the unexpected cost of
refuse collection caused by elm wood removal. His report also consisted of problems
• encountered at the sewer plant and how they were resolved.
The Engineer's report gave assurance that the alterations and additions to our
Wastewater Treatment Facilities are moving along on schedule.

• Zoning Officer's report mentioned that during the past twelve months only three
permits were issued to construct new homes. There were eleven; permits issued to
add or remodel existing homes.
Mayor Marcham asked if anyone had questions concerning the reports. Mr. McHugh
questioned the snow removal during the recent snow storm. He said Highland Road
on the curve near Kline Road was not plowed for days. Sgt. McEwen told of
abondoned cars having blocked that particular section of Highland Road and that
cars had to be towed away. Trustee Nelson voiced the opinion of many when he said
he thought the men had done an excellent job of snow removal.
Police Chief gave his report. The number of complaints handled by the Police
Department remained about the same as in 1970, however, felony complaints and
particularly residential burglaries increased significantly. All the statistics
for the year are compiled in his report.
Chief McGraw spoke of the drop in motor vehicle accidents and that there were no
fatalities; the majority of juvenile cases were handled by the department without
going to family court.
Trustee Allee said that all the extra work and good acts of the Police Department
never show up in the reports but that it is very much appreciated.
Mayor Marcham spoke of.getting good words about the Police from all over the State.
• William Tucker Dean, Village Justice, read his report that motor vehicle matters
still comprise the bulk of the cases in the Village Court. Criminal cases declined
last year. Bad checks were predominant with narcotic drugs next, although actually
a number of the bad check matters involved drug addicts seeking funds for their
addiction.
Judge Dean said the calibre of the Cayuga Heights Police Department continues to
be outstanding. He gave special mention to Acting Justice Henn and the Court Clerks
who have worked for him. His report is on file and lists the statistics for the
year.
Mayor Marcham thanked Judge Dean for his work and said he was glad the Village was
able to provide such a nice room to hold court and for a private office for the
Judge.
Fire Chief Ned G. Boice gave his report. There has been no alarming change in the
statistics for 1971. There was a reduction of 7% in the total number of emergency
responses attributed to having no contract with the Lansing area now. There was
an increase of 16% in nonfire emergency calls. This report ia'on file in the
Village Office. The new building program was completed last year and the volunteers
are most happy. The panel board for communications, etc. was built by volunteers
Gary Moravec, Sam Lewis and Harlin McEwen. This saved the department a great deal
of money.
Mrs. Kiefer questioned the water flows in connection with the school and asked
what it meant. No child hazard exists in case of fire but property damage could
• be greater than if a better water flow existed and a new hydrant was made available.
The Fire Council, said the Fire Chief, is preparing a report on this matter.

. Mayor Marcham read the report of the Zoning Board of Appeals which reported just
two cases the past year. The Mayor expressed his gratitude for their work and
explained that their work was all volunteer work.
Tree Warden David Pimentel gave his report on the Dutch Elm tree disease. The
statistics are in the report which is on file in the Village Office. Our present
procedures are time consuming and costly, but do not compare to the costs which
would face us if we had to remove all the elms. We must also balance the costs
against the benefits of having the beautiful shade trees. Tree Warden Pimentel
thanked the Villagers for their cooperation and the several graduate students who
again so ably assisted him.
Mayor Marcham told Dr. Pimentel how grateful the Village is to have his voluntary
services. Trustee Allee asked if we need to start a replacement program and the
Tree Warden replied that he thought the Village was quite blessed with trees yet.
Chairman of the Nominating Committee recommended the following names as candidates
for the forthcoming elections: Mayor - Frederick G. Marcham; Village Justice -
William Tucker Dean; Trustee: incumbents, Harold R. Fisher, Carl H. Nelson, and
Rane F. Randolph; new candidates, William D. Fowler, Clara Golay and Sharon
Petrillose.
Mayor Marcham asked for nominations from the floor - there being none the motion
to close the nominations was made, seconded and carried.
Mayor Marcham thanked the committee for their work. Registration will be Saturday,
March 4, 1972 from twelve noon to 9 P.M. and election will be held on Tuesday,
March 21, 1972 between the same hours.
