REPORT OF FIRE DEPARTMENT
OCTOBER 1971
• The department responded to five alarms of fire during October. Fire loss is
estimated at $800, all loss was to motor vehicles.
The department made four assists or investigations in October. These included
two lockouts, a power failure, smoke in area, and a request for oxygen.
Nine members of the department attended an eight hour lecture on Fire Tactics at
the New York State Fire Training Facility in Montour Falls on October 16. Their
fees of $5.00 each were paid by the Fire Company.
The contractor has completed the fire station project. The grating in the trench
drain is not as specified and replacement grating is on order and will be installed
soon. It is recommended that payment be approved on the balance due the contractor
but withheld pending final approval of the architect and replacement of the grating.
At the recent meeting of the Fire Council the figure of $10,656.00 for the Town of
Ithaca Fire Protection Contract was approved by the Council. The Council also
suggests that a 5 -year contract be drawn with the amount each year figured on the
same basis that prior years has been determined. In this contract the Town should
also be required to furnish the department with current street maps of the area
protected, an up to date hydrant survey, a map of the water system, and annual
reports on the inspection - testing and servicing of the hydrants. It is also
suggested that the Town adopt a local ordinance against open burning so that
enforcement could be on a local level instead of a state level. The situation
in Forest Home should also be resolved. The bridges in Forest Home are posted to
• a 3 -ton limit and this severely slows response since we must take the long route
with our 10 and 12 ton vehicles. At present the Ithaca Fire Department is cooperating
and backing us up with first response on the far side of these bridges. A survey
indicates that response time and distance is similar by either department and after
conversation with Chief Weaver of the IFD it was agreed by both of us that it really
doesn't matter which department protects the area in question but the Town should
resolve which department is to make first response to the area and contract with
that department for protection. At present it is within our contract area. We are
willing to furnish protection provided the residents understand that we must respond
via Jessup Road, Triphammer Road, Waite Avenue, Thurston Avenue and then up Forest
Home Drive. We cannot risk putting heavy fire trucks across a bridge rated at
one - fourth the weight of the vehicle.

The Fire Council also requested that the Chief remind the Board that one of the
most important points in the councils report to the Board of October 1969 was the
improvement of fire flows within the Village. We simply cannot extinguish a major
fire with flows of 300 gallons per minute or less, as exist in parts of the Village.
There were two fire inspections made in October:
105 509 Wyckoff Road - Inspect for correction of fire hazards
10/20 830 Hanshaw Road - owners request, inspection of property
classified as private dwelling with not
more than four unrelated boarders
